On July 7, information from the Department of Science and Technology of Khanh Hoa province said that the unit is collecting comments on the draft resolution submitted to the Provincial People's Council for consideration and promulgation of a policy to support subscriber quotas to maintain fishing vessel monitoring activities in the province in the period of 2025 - 2027.
According to the draft, organizations and individuals with fishing vessels 15m or longer, registered in Khanh Hoa province, that have installed cruise monitoring and seafood exploitation equipment in accordance with regulations will be supported with subscription fees.
The support level is 340,000 VND/ship/month, applied for 3 years. The total estimated implementation cost is more than 18.5 billion VND.
In recent times, support policies have contributed positively to seafood exploitation activities and improved fishermen's lives.
Currently, Khanh Hoa province has an offshore fishing quota of 1,525 licenses. Of the 633 fishing vessels with a length of 15m or more, 631 have been installed with voyage monitoring equipment, reaching a rate of 99.5%.
In Ninh Thuan (before the merger), there were 1,864 fishing vessels. Of which, 886/891 fishing vessels with a length of 15m or more have installed monitoring equipment, reaching 99.4%.
However, the situation of fishing vessels losing connection at sea still occurs. In 2024, the Fishing Vessel Monitoring Center under the Department of Fisheries, Sea and Islands of Khanh Hoa issued 171 notices related to 123 vessels, with 178 loss of connection. From the beginning of 2025 to now, there have been 8 locomotives without connection.
In Ninh Thuan, in 2024, the Fisheries Control Department discovered 90 fishing vessels with lost connections through 36 notices with 140 visits. From the beginning of 2025 to now, 140 fishing vessels have lost connection with 45 notifications, equivalent to 254 trips.
The main reason is that the ship owner did not pay or delayed the payment of the route monitoring service subscription fee.
The issuance of a resolution to support subscriber fees is necessary in the current context to promptly support fishermen to overcome difficulties due to high fuel prices, while helping authorities strengthen control and supervision of fishing vessel activities at sea.
This policy also contributes to limiting and ending illegal, unreported and unregulated mining, and promptly removing the European Commission's yellow card.
