On the afternoon of August 17, Lai Chau Provincial People's Committee held a meeting on the implementation of decentralized and authorized tasks and proposed new tasks. Chairman of the Provincial People's Committee Ha Quang Trung chaired the meeting.
According to the Department of Justice, since organizing the 2-level local government model (July 1, 2025), the whole province has been implementing 3,983 tasks, of which provincial level is 3,145 tasks, and commune level is 838 tasks.
The Provincial People's Council, Provincial People's Committee and Provincial People's Committee Chairman have decentralized and authorized 601 tasks, including 299 authorized tasks.
Calculated by receiving entity, there are 639 assigned tasks, of which provincial-level specialized agencies receive 469 tasks, commune-level 152 tasks. The tasks are implemented in 13 state management fields.
Through evaluation, 100% of decentralized and authorized tasks are feasible, and basically no major problems arise. Some areas show clear effectiveness.
In the field of land, the commune level has implemented 15 decisions to allocate and lease land with an area of 94.08ha; 2 decisions to recover land with an area of 30.04ha and successfully auctioned 88 land plots. In the field of construction, the commune level has licensed 512 projects.
From July 1, 2025 to June 30, 2026, the whole province received 157,391 administrative procedure dossiers, of which 146,145 dossiers were online; 156,604 dossiers have been resolved, the rate of ahead of schedule and on schedule reached 99.77%.
The decentralization, authorization combined with simplifying procedures has reduced about 611 working days and 3.5 billion VND in legal compliance costs.
Concluding the meeting, Chairman of Lai Chau Provincial People's Committee Ha Quang Trung requested to continue reviewing and ensuring decentralization and authorization associated with resources, inspection, supervision and control of power; clear authority, clear responsibility.
Departments, branches, and localities continue to promote decentralization for tasks that meet the conditions, especially tasks directly related to people, businesses and grassroots areas.
