Changes from procedures close to the people
After a year of implementing the 2-level local government model, Ninh Binh province has recorded many positive changes in administrative reform, digital transformation and organizational structure arrangement. From shortening the time to resolve administrative procedures to improving management efficiency, the new model is gradually affirming its effectiveness, creating convenience for people and businesses.
In Thanh Nam ward, the Public Administration Service Center receives and processes nearly 1,200 dossiers each month. In just the first 5 months of 2026, the unit has processed more than 5,600 dossiers for people and businesses.
According to Ms. Dong Thi Nhung - Director of the Center, the locality has built a QR code system to support people in searching for information, helping to shorten about 30% of the time to process dossiers. Certification and civil status procedures are carried out according to the "5 on-the-spot" motto, receiving and resolving on the same day, without generating appointment slips.
Thanks to synchronous solutions, Thanh Nam ward achieved 95.59/100 points, ranking first out of a total of 129 communes and wards of the province in terms of service index for people and businesses in 2025.
As for Hien Khanh commune, the effectiveness of administrative reform is clearly shown through the processing time of dossiers. People only take about 15 minutes to complete certification procedures. From July 1, 2025 to now, the commune has received 5,189 dossiers, nearly 100% were submitted online; the rate of timely and early resolution reached 99.8%.
Similarly, in Nam Dinh ward, since the operation of the 2-level local government model, the Public Administration Service Center has received 16,473 administrative procedure dossiers. Of which, 16,433 dossiers were processed online. The rate of dossiers resolved on time and ahead of schedule reached more than 99%.
Coming to carry out land procedures at the Nam Dinh Ward Public Administrative Service Center, Ms. Tran Thi Tuyet said that the handling of dossiers is now much more convenient than before.
I came to make land dossiers and was enthusiastically guided by officials. Many procedures that used to have to go back and forth many times are now supported to be carried out online right at the one-stop-shop. In addition, the ward also supports computers so that people can carry out administrative procedures faster and more conveniently," Ms. Tuyet shared.
According to statistics, to date, 100% of communes and wards in Ninh Binh province have established Public Administration Service Centers; 100% of agencies in the political system use electronic documents, digital signatures and specialized data transmission network connections.
Promoting efficiency after organizational restructuring
As of June 1, 2026, Ninh Binh province has 129 commune-level administrative units, including 32 wards and 97 communes.
After the arrangement, the apparatus in the political system has been significantly streamlined. The Party bloc at the provincial level reduced 16 agencies and units; the People's Council bloc reduced 8 committees and agencies; the People's Committee bloc reduced 24 specialized agencies; the Fatherland Front bloc and socio-political organizations reduced 17 agencies and units. Hundreds of department-level focal points, sub-departments and non-business units have been rearranged, contributing to reducing intermediate levels and improving operational efficiency and effectiveness.
Specifically, Nam Dinh ward has significantly streamlined the system of public non-business units, from 47 schools before, currently the whole ward has 38 schools; the grassroots health system has been streamlined from 18 health stations to 1 ward health station.
Meanwhile, in the first 6 months of 2026, Hien Khanh commune's state budget revenue is estimated at 338 billion VND. The locality has successfully auctioned land use rights for 170 plots, collecting more than 246 billion VND for infrastructure reinvestment. Agricultural production has developed stably with 1,662 hectares planted in the Spring crop, with an estimated yield of 55.8 quintals/ha.
Mr. Nguyen Tuan Anh - Chairman of Hien Khanh Commune People's Committee - said that after operating the 2-level local government model, the locality proactively implemented many tasks close to the grassroots reality. Therefore, the roads were expanded, 5km of roads connecting residential areas were lit with electric lights from socialized sources; 4 community living spaces were renovated and spacious.
