On August 26, Gia Lai Provincial Inspectorate said that it had concluded the inspection of the compliance with policies and laws in the management of financial revenue and expenditure and basic construction investment at the Quy Nhon Public Service Management Board (under the Department of Construction), in the period 2021-2025.
According to the inspection conclusion, some public utility services were bid and contracted by the Quy Nhon Public Service Management Board (QLDVC) in the period 2021-2023, but in the period 2024-2026, they switched to the form of order contracts, not ensuring compliance with regulations.
The management and determination of the value of recovered materials in the process of implementing public utility contracts also does not ensure regulations.
Mechanized street sweeping has not been focused on. The estimation of street sweeping and collection of garbage on many routes is mainly carried out manually. The estimated volume of manual sweeping and collection of garbage is still overlapping at intersections.
Through inspection of 18 works and projects invested by Quy Nhon Public Works Management Board, the Provincial Inspectorate discovered 8 works and projects with shortcomings and violations with an amount of more than 158 million VND.
The shortcomings and violations include making estimates, separating some volumes from inaccurate design documents; applying work norm codes that overlap with the work components of other tasks, increasing the estimated value of the project.
Construction supervision work at some projects has not detected any differences in actual construction volume compared to the approved design documents, for adjustment during acceptance.
The Provincial Inspectorate determined that the main responsibility for the above shortcomings and violations belongs to the leaders of Quy Nhon Construction Management Board and related collectives and individuals in the period 2021-2025, along with relevant consulting and construction units.
The Chief Inspector of the province proposed that the Chairman of Gia Lai Provincial People's Committee request the Director of Quy Nhon Civil Servant Management Board to organize serious self-criticism and experience review for relevant collectives and individuals; take measures to overcome and terminate the above-mentioned shortcomings and violations.
Quy Nhon Construction Management Board is responsible for fully recovering more than 158 million VND due to incorrect payments to construction units, and then depositing it into the temporary custody account of the Provincial Inspectorate.
