Panicked when seeing pitbull dog loose on the street
The recent incident of a dog biting a little girl to death in Vinh Phuc continues to be a warning about raising and managing free-range dogs.
In Binh Duong, many people are still indifferent in keeping and managing dogs, causing danger to passersby.
Recorded in area 7, Hiep Thanh ward, Thu Dau Mot city, some people let their dogs run freely on the street, the dogs were not muzzled, and defecated indiscriminately.
In Ben Cat city, many families also let their dogs roam free without muzzles, including pitbulls.
"On N11 Street (Group 1, Quarter 2, Thoi Hoa Ward, Ben Cat), there is a house that raises pitbulls. Every time the owner takes the dog to the toilet on the street, seeing the aggressive dog, I am scared to death. I am very worried that when children play nearby, if the owner cannot control it and it escapes, it will be very dangerous. This breed of dog has a very loud bark, greatly affecting the lives of people around" - Ms. Le Thi Thuy Van (28 years old, living in Ben Cat) reflected.
A resident reported: "On Ba Lan Xi street, I saw a pitbull without a muzzle running around in Tan Dinh ward, Ben Cat city. This dog weighs about 35-45 kg. Every time I see a dog, I panic" - Ms. Nguyen Thanh Hoa (35 years old, living in Ben Cat) reported.
Wards and communes can establish teams to catch stray dogs.
According to the Binh Duong Provincial Electronic Information Portal, in 2023, the number of people in the province bitten by dogs or cats suspected of having rabies and having to get vaccinated was 15,479 doses.
Regarding the management of free-range dogs, the Department of Agriculture and Rural Development of Binh Duong province said that the raising and management of free-range dogs is regulated in Decision No. 71 issued on March 25, 2022 by the People's Committee of Binh Duong.
According to regulations, dog owners must be responsible for reporting to the People's Committee of the commune/ward. At the same time, they must commit to keeping the dog in captivity and muzzle it when it goes out.
Regarding the responsibility of the People's Committee of the commune/ward, it is necessary to monitor and handle administrative violations in cases of dogs being kept free-range without muzzles. Based on local realities, a team can be established to catch dogs that are free-range without muzzles.
The Department of Agriculture and Rural Development of Binh Duong province said that in the coming time, the department will continue to advise the People's Committee of Binh Duong province to direct localities to strengthen inspection and handling of violations of free-range dog farming.
A representative of the People's Committee of Binh Duong province expressed his opinion that letting dogs roam freely poses a potential risk to people's health and causes loss of urban beauty.
Binh Duong Provincial People's Committee requested the Department of Agriculture and Rural Development to continue guiding localities in implementing the management of free-range dogs, to make it more systematic.
There was a case of a pitbull biting a person to death in Binh Duong.
In May 2023, in Binh Thang ward, Di An city, Binh Duong province, a pitbull dog bit an 82-year-old woman to death. This pitbull dog bit a person when the iron cage was opened and taken out to the yard to feed.
