The left-hand dike section of the Thai Binh River through Thanh Hong Commune, Thanh Ha District, Hai Duong Province is 7km long, of which 4km is a key area for natural disaster prevention. However, over the past many years, this dike section has been seriously degraded.
According to Lao Dong's records on November 27, the dike section on the left of the Thai Binh River through Thanh Hong Commune is in a state of concavity and cracks. The dike surface is very narrow, making it difficult for people to travel.
Ms. Le Thi Phuong (Lap Le village, Thanh Hong commune) said that people living near the foot of the dike are very worried because the subsidence and degradation of the dike body is getting worse day by day.
"The dike has seriously degraded. If it is not repaired promptly, I am afraid that when big storms like the recent storm No. 3 occur, the dike will not be able to ensure its flood prevention function," Ms. Phuong added.
Ms. Vu Thi Hiu (Lap Le village, Thanh Hong commune) shared that the dike surface has many potholes, creating deep holes, causing great difficulties for traffic participants, especially at night or in rainy and windy weather.
"Local people have repeatedly made recommendations at voter meetings, expressing their desire for authorities to soon have a plan to invest in, repair and reinforce the dike to ensure safety. However, the deterioration has not improved," Ms. Hiu said.
Mr. Le Quy Su - Chairman of Thanh Hong Commune People's Committee said that for many years, the dike on the left side of Thai Binh River through the commune has been degraded, the geological foundation is weak. Previous repairs were mainly done manually and the dike was built with sandy soil. Due to the low flood protection elevation and small dike surface area, the possibility of construction incidents when flood water rises is very high, not ensuring safety in natural disaster prevention.
In 1996, the left dike of Thai Binh River through Thanh Hong Commune had an extremely dangerous dike breach. During the recent storm No. 3, when the water level of Thai Binh River rose, exceeding the alarm level III, this section of the dike had many incidents, including more than 100 leaks and seepage locations.
According to Mr. Su, the project to upgrade and renovate 3.5km of the degraded Thai Binh River dike has been approved with a total budget of more than 100 billion VND. The project is expected to start construction in early December. After being upgraded, the dike will be concreted, 5m wide, ensuring safety for people to travel.
"Upgrading the dike is extremely necessary and urgent to protect the safety of local people's lives, as well as ensure disaster prevention functions in the coming years," Mr. Su added.
