With a series of unresolved problems, the Tuyen Quang - Ha Giang expressway section through Tuyen Quang province is at risk of being behind schedule.

According to the report of Tuyen Quang Provincial People's Committee, the project has handed over 56.96/69.7 km of land, reaching 81.72%. The remaining 12.74 km have not been handed over due to problems with land managed by forestry farms, and rice land exceeding the limit that has been approved by the Prime Minister to change its use to another purpose.

The Prime Minister has directed Tuyen Quang province to complete site clearance work and hand over the entire site to the project before August 30, 2024. In fact, the construction site along the entire route is not continuous.

In addition, the Tuyen Quang - Ha Giang expressway section through Tuyen Quang province requires about 10.7 million m3 of fill soil, of which more than 8 million m3 is exploited at the project. However, the entire route is lacking fill soil due to exploitation procedures. This also affects the construction progress.

The Tuyen Quang - Ha Giang expressway project through Tuyen Quang province started construction at the end of October 2023. Up to now, the project implementation time has been more than 13/24 months according to the contract.

According to the Vietnam Expressway Administration, the total cumulative implementation value to date has reached 14.55% of the contract value, showing that the current progress of the project section through Tuyen Quang province is very slow.

The Ministry of Transport requested the People's Committee of Tuyen Quang province to direct the investor to urgently review and enhance professional capacity, organize the apparatus and project management personnel to ensure that they meet the capacity and experience required by law to deploy and implement the project in accordance with procedures and ensure the required quality and progress.

Regarding site clearance and relocation of technical infrastructure, the Ministry of Transport requested the People's Committee of Tuyen Quang province to direct units to resolve related procedures, difficulties and problems to promptly recover the remaining land area to ensure completion progress in accordance with the direction of the Prime Minister.

Regarding construction implementation, the Ministry of Transport requested investors to base on the actual implementation conditions of each bid package, rebuild the detailed progress, and propose appropriate solutions to compensate for the delayed progress.

Determine specific control time milestones, especially for roadbed construction and works on the route, and pay attention to building appropriate contingency time as a basis to meet the project completion schedule in 2025 in accordance with the Government's direction.

Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section through Tuyen Quang province has a total length of about 77 km with a total investment of 6,800 billion VND. The investor is the Project Management Board for Construction Investment of Traffic Works of Tuyen Quang province.
