The Trung Minh A New Urban Area Project in Trung Minh Ward has a total investment of about 1,126 billion VND, invested by the Joint Venture of Financial Investment Group Joint Stock Company and New House Trading Joint Stock Company, Trung Minh New Urban Area Company Limited. The land area to be recovered for the project is 83.54 hectares, according to the plan for the first phase to be recovered is 59.84 hectares, the second phase is 9.9 hectares.
In July 2022, the Trung Minh A New Urban Area project started construction, and is scheduled to be completed by the end of the first quarter of 2025. However, up to now, site clearance work has encountered many difficulties and obstacles.
On October 20, Mr. Vu Khac Tiep, Deputy Head of the Land Clearance Board of Trung Minh New Urban Area Project, said that this is a project where the state reclaims and allocates land to enterprises. The unit is always ready with funds to pay compensation as well as pay land use fees when notified by the Provincial People's Committee.
According to Mr. Tiep, the unit has coordinated with the functional agencies of Hoa Binh city to compare and pay compensation and support to more than 300 households and organizations with a total cost of more than 175 billion VND, equivalent to nearly 56 hectares.
The project was newly allocated land for the first time by the People's Committee of Hoa Binh province, which is 20.44 hectares, and the unit has paid the full land use fee of 1,373 billion VND. The remaining 30 hectares of sticky rice and beans have not been able to apply for land allocation to continue implementing the project.
"With the current assigned site, the construction unit has basically completed the infrastructure. If the site is not handed over, the project is at high risk of being behind schedule, and will greatly affect the unit's business process," Mr. Tiep informed.
Explaining the reason, the representative of this unit informed that many households have not yet agreed to receive compensation and businesses with affected land have not yet coordinated to inventory and count assets, causing difficulties and delays in site clearance, affecting the progress of project implementation.
The company has sent many documents to all levels and sectors of Hoa Binh province to raise difficulties and problems and hopes to have them resolved soon.
Regarding this issue, in early October 2024, the Chairman of the People's Committee of Hoa Binh province directed the People's Committee of Hoa Binh city to focus on directing the implementation of contents related to difficulties and obstacles in the process of implementing the Trung Minh A New Urban Area according to regulations before October 31.
On the same day, according to Lao Dong Newspaper, construction activities at the Trung Minh A New Urban Area project were still bustling with dozens of vehicles, machines and workers. However, inside the project, there were still many plots of land that had not been cleared, creating a messy scene.
