Informing Lao Dong Newspaper, the representative of the project 57-59-61 Hang Buom, Hanoi (hereinafter referred to as 57 Hang Buom) said that since being granted a construction permit in 2020, the owner of 57 Hang Buom and the representative of the People's Committee of Hang Buom Ward have met, inspected, and assessed the current status of neighboring houses and neighbors to have a basis for remediation or compensation during the construction process. All households have cooperated and have been compensated in accordance with regulations.
However, the family of Mr. Nguyen Trung Quan and his wife, Mrs. Pham Thi My An, the owner of 55 Hang Buom, did not agree. The owner of 55 Hang Buom sent a petition to the authorities to denounce the violations of the owner of 57 Hang Buom. Afterwards, the owner of 57 was fined and had to remedy the consequences.
After nearly 3 years of litigation, the case has not been resolved. According to Mr. Nguyen Cong Phu - authorized representative of the owner of house number 57 Hang Buom, the reason the project cannot continue is because Mr. Nguyen Trung Quan and his wife, Ms. Pham Thi My An, have not yet received compensation and have sent complaints to many places.
According to information from the representative of house number 57 Hang Buom, on April 28, 2023 at the People's Committee of Hang Buom Ward, the two sides agreed as follows: the owner of house number 57 compensated 3.5 billion VND to the owner of house number 55 Hang Buom. In contrast, the chairman of the meeting requested that Mr. Quan and Ms. An's family (owner of house number 55 Hang Buom) sign a request to withdraw the petition sent to the authorities.
However, Mr. Quan and Mrs. An did not agree. The People's Committee of Hang Buom Ward sent notices three times inviting the two families to a meeting to resolve compensation for damages, under the direction of the Chairman of the People's Committee of Hoan Kiem District. However, Mr. Quan and Mrs. An did not attend.
According to the representative of house number 57 Hang Buom, after signing the agreement, the owner of house number 55 Hang Buom did not agree with the compensation of 3.5 billion and even demanded a higher amount. Therefore, the matter reached a deadlock. The owner of house number 57 expressed his wish to resolve the matter soon so that construction could be stabilized and avoid causing insecurity and disorder at the grassroots level.
