On March 18, information from the People's Committee of Ha Trung district said that the unit had issued a decision to administratively sanction Mr. Trinh Van Hung (born in 1991, residing in Phu Son ward, Bim Son town, Thanh Hoa province) with a total amount of more than 2 billion VND.

According to the People's Committee of Ha Trung district, previously, on May 11, the district's functional forces received information reflecting on the activities of excavating waste rock and soil in the area south of Thung Thi tunnel (Ha Linh town).
Immediately afterwards, the authorities coordinated with the Ha Trung District Police and the Ha Linh Town People's Committee to conduct an inspection and clarify the incident.
At the time of inspection, the authorities recorded a yellow HITACHI ZAXIS 330 brand excavator, with license plate 36XA-0601, excavating rocks and soil. A dump truck was also carrying soil from the mining area onto the highway. The above incident has been recorded by the authorities and the vehicle has been impounded.
The results of the investigation and verification of the authorities determined that Mr. Trinh Van Hung (owner of the excavator) had exploited common construction materials in the south of Thung Thi tunnel (Mai Son expressway - National Highway 45, in Tho Loc village, Ha Linh town, Ha Trung district) without a license. For this act, Mr. Hung was fined 45 million VND.
The authorities assessed the excavator to be worth 2 billion VND, Mr. Trinh Van Hung was the violator, so he had to pay the amount equivalent to the price of the violating vehicle, or 2 billion VND.
In addition to the above administrative fines, Mr. Hung also had to return more than 163 million VND for exploiting and selling more than 3,000 m3 of soil and rock.
Previously, as Lao Dong recorded, on May 11, on the highway (near Thung Thi tunnel, in Ha Linh town, Ha Trung district, Thanh Hoa province), a convoy of trucks carrying dirt appeared, passing through the highway.
The reason this convoy was able to enter the highway was because the road fence and the median strip had been opened.
Witnessing the incident, many drivers running on the highway were worried, because even though there were two employees standing on both lanes of the highway to support the convoy of trucks in and out, there were still many potential dangers. Vehicles on the expressway move at high speed, when encountering a convoy of trucks carrying soil, they may not be able to handle it in time, leading to the risk of collision.
