On March 28, 2025, Permanent Vice Chairman of Yen Bai Provincial People's Committee Nguyen The Phuoc signed Decision No. 637/QD-XPHC to fine Kim Thanh Joint Stock Company (headquartered in Tan An Ward, Nghia Lo Town) more than VND 259 million for encroaching on more than 1.7 hectares of public land in Cao Pha Commune, Mu Cang Chai District.
The decision clearly stated: Kim Thanh Joint Stock Company has encroached on 1.7 hectares of land managed by the People's Committee of Cao Pha commune, violating the provisions of Point e, Clause 1, Article 13 of Decree 123/2024/ND-CP on administrative sanctions in the land sector.
Based on the administrative violation record prepared by the Inspectorate of the Department of Agriculture and Environment, the People's Committee of Yen Bai province decided to fine the Company 250 million VND and force the return of more than 9 million VND for illegal profits. The total amount of money that Kim Thanh Company must pay to the budget is 259.07 million VND.
This is not the first time this enterprise has been fined for land and environmental issues.
Previously, in 2022, Kim Thanh Joint Stock Company was also fined 50 million VND by the Inspectorate of the Department of Natural Resources and Environment of Yen Bai for not controlling waste well during mineral exploitation and processing, seriously affecting the water environment of Nam Lung and Nam Kim streams - two streams that play an important role in the daily life and production of people in Tu Le commune (Van Chan) and La Pan Tan commune (Mu Cang Chai).
It is known that Kim Thanh Joint Stock Company was established in 2010, with Mr. Tran Quang Vinh as legal representative, and is one of the most famous enterprises in the mining sector.
In the western districts of Yen Bai, Kim Thanh Company and companies with common origin in Nghia Lo such as Toan Kim Son and Thinh Dat share the largest exploitation of lead and zinc mines, bringing in good revenue.
However, the issue of resources and environment is always a hot topic surrounding these 3 enterprises.
In 2023, Toan Kim Son Company was fined VND40 million for wastewater incident at lead and zinc ore mine in Hang Chua Xay village, Che Cu Nha commune, Mu Cang Chai district.
Meanwhile, at the same time last year, Thinh Dat Joint Stock Company was fined nearly 1.2 billion VND and suspended the mine for 4.5 months for continuously allowing environmental incidents to occur. Not only that, lead and zinc mines of Thinh Dat Company have also caused fatal accidents many times.
