In the afternoon of August 4, after receiving information reflecting the situation of Xu stream water, in the Rom hill area, Lam Son village, Thach Quang commune, suddenly changing color and emitting a fishy odor, Mr. Cao Van Cuong - Vice Chairman of Thanh Hoa Provincial People's Committee and the working delegation directly came to the scene to inspect the reality.
Through inspection, Mr. Cao Van Cuong requested the Department of Agriculture and Environment to direct specialized units to organize sampling and water monitoring at locations where color changes appear, to be carried out periodically and continuously for 3 months to clarify the cause.
The Vice Chairman of Thanh Hoa Provincial People's Committee also requested Thach Quang Commune People's Committee to continue to coordinate with the commune police and functional sectors to monitor developments at the scene; strengthen grasping the situation, and promptly report when there are new developments.
Previously, according to a report by the People's Committee of Thach Quang commune, at about 6 am on August 2, the locality received a reflection from people about the appearance of a brown-gray stream of water with a fishy smell flowing into the Ngang River in Xu stream, Rom hill area, Lam Son village.
Immediately after receiving the information, the Chairman of Thach Quang Commune People's Committee directed the Economic Department to coordinate with the Commune Police to inspect and verify the actual situation at the scene.
At 9:30 am on the same day, representatives of the Economic Department, Commune Police, Village Head of Lam Son, Newhope Service and Livestock Co., Ltd. and Dabaco Thanh Hoa Co., Ltd. directly inspected the above area.
At the same time, Thach Quang Commune People's Committee reported the incident to the Department of Agriculture and Environment, requesting to assign specialized officials to coordinate in monitoring, taking samples, analyzing, determining the cause, source of origin and level of impact to have handling measures.
Initial inspection results from the locality show that in the Rom hill area, south of the Ngang River, a stream of water flowing from Xu stream appeared with a gray-brown color, fishy smell and confluence with the Ngang River.
This location is about 2 km south of Dabaco Thanh Hoa Co., Ltd.; about 3.2 km south of Newhope Service and Livestock Co., Ltd.; about 0.3 km from the residential area of Lam Son village.
In the confluence area between Xu stream and Ngang River, the water downstream is gray-brown, with a fishy smell. From the location where Xu stream flows into the Ngang River to the Ngang River bridge area, the section about 5 km long, the water surface recorded a situation of turning gray-brown and having a fishy smell.
