On July 7, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong directly inspected the XL1 package - the section of the Ho Chi Minh City Ring Road 3 project, directly connecting Nhon Trach Bridge and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

According to the Traffic Construction Investment Project Management Board, the XL1 package has a total investment of VND 2,123 billion, constructing a nearly 2.75km section through the old Thu Duc City. Although the contract term is extended to November 2026, the units are speeding up the progress to complete and open the main route connecting the expressway in December 2025 and the parallel road in June 2026.

As of the end of June 2025, package XL1 has reached 53.7% of the total construction output, leading among 6 packages starting the second phase of the Ho Chi Minh City Ring Road 3 project.
To synchronize with the progress of Nhon Trach Bridge, units are focusing on constructing items at the intersection with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. Currently, the entire concrete section of branch A has been completed, branches D and E and about 400m of the main route have reached 50% of the crushed stone layer. The asphalt concrete paving is expected to be completed before August 15.


In addition, for completed items such as traffic safety systems, lighting, and technical designs that are being appraised, it is expected to be completed in July. The contractor selection will be completed in August 2025, construction will be implemented and completed by the end of September 2025, a shortening of 9 months compared to the original progress.

In addition, the remaining branches of the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection, which are branches B and C, are also being focused on by the contractor, aiming to complete the opening of the main overpass in December 2025.
To facilitate people's travel during the September 2 holiday and promptly connect traffic between Nhon Trach Bridge and the expressway, the investor and contractor have agreed to deploy a temporary traffic organization plan - phase 1.
According to the plan, the main route of about 400m long under the XL1 package will be completed before August 19 to allow vehicles to circulate first. The remaining items such as branch road D, branch E, branch bridge A and lighting system, traffic safety will continue to be constructed, completed before September 30.
At the same time, at the intersection, an additional two-way section will be opened about 200m long. Thanks to that, vehicles from Dong Nai after crossing Nhon Trach Bridge can go straight 900m through the road on the Ho Chi Minh City side, then turn right into the toll station to get onto the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The reverse is also organized similarly, ensuring temporary traffic during the completion of the entire project.
At the inspection, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong acknowledged the efforts of investors and contractors, especially in unfavorable weather conditions and scarce material sources. He requested units to continue to increase human resources, equipment, and work in three shifts continuously to ensure the set progress.
"The project is on schedule, with a clear plan to open phase 1 on August 19 and complete the entire project by the end of September. This is a key project, not only serving the connection of Nhon Trach Bridge but also ensuring the opening of the 15km section of Ring Road 3 this year, Mr. Cuong emphasized.
The city's leaders also requested the Traffic Department to review and summarize difficulties beyond its authority in all bidding packages so that the Ho Chi Minh City People's Committee can promptly resolve them, creating maximum conditions for the project to complete as committed.
