Dialogue with businesses that are late in paying insurance
The situation of late payment and evasion of social insurance, health insurance, and unemployment insurance is focused on being handled by functional agencies in Thai Nguyen through many forms, including propaganda and direct dialogue with employers.
Recently, on September 17, Bac Kan grassroots social insurance coordinated with the People's Procuracy of Region 6, Thai Nguyen province to organize working sessions and direct dialogues with employers in the decentralized management area on the situation of late payment and evasion of social insurance, health insurance, and unemployment insurance.
Bac Kan grassroots social insurance currently manages the collection of social insurance, health insurance, and unemployment insurance for about 1,000 labor-using units. Units belong to many groups, including state-owned enterprises, foreign-invested enterprises, cooperatives and administrative and non-business agencies.
In the first 8 months of 2026, the total revenue of social insurance, health insurance, and unemployment insurance at the unit reached about 200 billion VND. However, the amount of late payment is still about 8 billion VND. Some items are identified as difficult to recover, affecting the ensuring of the rights to social insurance, health insurance, and unemployment insurance of employees.
At the dialogue, Bac Kan grassroots social insurance informed about the implementation of obligations of units, and at the same time guided employers to fully and on time implement the amounts to be paid.
Regulations related to handling late payment and evasion of payment are also being disseminated, including contents in Decree No. 274/2025/ND-CP dated October 16, 2025 of the Government.
Leaders of Bac Kan grassroots social insurance requested businesses to proactively coordinate with social insurance agencies to review and compare data, identify missing amounts and develop remedial plans.
The People's Procuracy of Region 6 informed about Resolution No. 205/2025/QH15 dated June 24, 2025 of the National Assembly related to the pilot implementation of the People's Procuracy initiating civil cases to protect the civil rights of vulnerable and disadvantaged groups and protect public interests.
The content discussed at the working session was placed in relation to the protection of the rights to social insurance, health insurance, and unemployment insurance of workers. Through this, the two agencies agreed to strengthen coordination in the process of urging and handling cases of late payment and prolonged evasion of payment.
As a result, 11 labor-using units were consulted with a total late payment amount of about 1.2 billion VND. The units committed to implementing the roadmap to fully pay the remaining amount.
In case they do not implement or do not thoroughly remedy according to commitments, functional agencies will take steps to handle and sue according to legal regulations.

Police and procuracy jointly participate in handling
The mobilization of coordination of functional agencies is also shown in Phan Dinh Phung ward.
In June 2026, the Steering Committee for implementing social insurance and health insurance policies of Phan Dinh Phung ward coordinated with Thai Nguyen Provincial Social Insurance to organize a conference to propagate and dialogue with businesses that are late in paying and evading social insurance, health insurance, and unemployment insurance.
The conference was attended by representatives of the Steering Committee for implementing social insurance and health insurance policies of the ward, Thai Nguyen Provincial Social Insurance, Phan Dinh Phung Ward Police, professional departments under the Provincial Social Insurance, Department of Culture - Society, General Service Center of the ward and representatives of 32 businesses that are late or evading payment.
Here, Thai Nguyen Provincial Social Insurance disseminated legal regulations on social insurance, health insurance, unemployment insurance, information on the situation of late payment of businesses and analyzed sanctions for violations.
Representatives of Phan Dinh Phung Ward Police exchanged views on legal regulations related to handling violations in the fields of social insurance, health insurance, and unemployment insurance. Businesses are requested to fully fulfill their obligations and limit the occurrence of violations that affect the rights of employees.
The dialogue section recorded the difficulties and obstacles of businesses in the policy implementation process. Functional agencies directly answered, guided and agreed on solutions to overcome the situation of late payment.
As a result, 20/32 businesses paid late payments for social insurance, health insurance, and unemployment insurance immediately after the working session. The remaining 12 businesses signed commitment minutes, memorized the roadmap for debt repayment and fully implemented obligations according to the agreed terms.
In July 2026, Dai Tu grassroots social insurance coordinated with the People's Procuracy of Region 3 - Thai Nguyen to work with units that are late in paying and owing social insurance, health insurance, and unemployment insurance in their managed areas.
At the working session, the Social Insurance agency informed about the compliance with the law of enterprises in participating in insurance types for employees. The impacts of late payment on the rights of employees were also analyzed.
Representatives of the People's Procuracy of Region 3 - Thai Nguyen disseminate contents related to Resolution No. 205/2025/QH15 and relevant legal regulations, and clarify the responsibilities of employers.
There are 5 businesses working with a total amount of late payment of social insurance, health insurance, and unemployment insurance of 327,529,587 VND. Right at the working session, 4 businesses paid 179,031.534 VND. The remaining business committed to remedy it as soon as possible.
The above activities show that the work of handling late payment and evasion of insurance contributions in Thai Nguyen is being implemented in the direction of strengthening coordination between the social insurance agency and local authorities, police and procuracy.
In the coming time, the social insurance agency of relevant units will continue to coordinate to urge and handle the situation of late payment and insurance arrears. This activity aims to ensure the rights to social insurance, health insurance, and unemployment insurance of employees, and at the same time contribute to the implementation of social security policies in the area.
