On the morning of May 12, Phu Dien Ward People's Committee organized forced remediation for 2 cases of prolonged land violations at No. 26 Cau Dien street. This is considered a "hot spot" for sidewalk encroachment, illegal construction and land use for wrong purposes, causing public outrage for many years.
Previously, on March 31, 2025, Lao Dong newspaper published an article "Phu Dien Ward has not completely resolved violating constructions", reflecting the situation that a section of sidewalk in front of No. 26 Cau Dien street has been cordoned off for a long time but has not been thoroughly handled, affecting people's lives and travel.

According to Mr. Quach Anh Tuan - Head of the Economic, Infrastructure and Urban Department of Phu Dien ward, the above land originated from vacant land. However, for many years, some households have arbitrarily occupied it to plant trees, gather items and build illegal temporary structures.
Local authorities have repeatedly propagated and mobilized, and at the same time organized coercion up to 13 times. However, there are still 2 cases of intentional violations, not complying with state regulations," Mr. Tuan said. Specifically, Ms. Vu Thi Lan and one case that has not been identified as violating organizations and individuals erected wooden and bamboo frames, covered with tarpaulins, and tarpaulin roofs to encroach on non-agricultural land in urban areas with an area of less than 0.05ha.
According to records before the enforcement time, the sidewalk section about 30m long was surrounded by corrugated iron, occupying about 2/3 of the area. Thousands of plastic barrels were stacked into solid "barriers" encroaching on the sidewalk. Inside the barbed wire fence area are many green trees and crops illegally planted.

To ensure security and order, functional forces have blockaded the area and set up checkpoints. Ward leaders were directly present to direct the coercion process.
After announcing the enforcement decision, functional forces proceeded to dismantle the corrugated iron fence area, temporary fence, dismantle the violating items, move items and collect waste from the scene.
Mr. Quach Anh Tuan said that the 14th enforcement deployment shows the determination of the local government in thoroughly handling violations and restoring urban order. After the enforcement, the ward will maintain a patrol force to protect the area for a week to prevent re-encroachment.
Secretary of the Party Committee of Phu Dien ward Nguyen Le Hoang said that immediately after completing the coercion, functional units proceeded to pour concrete, restore the ground to be clean and beautiful, ensuring urban aesthetics.
In the coming time, the ward will issue a decision to recover land, and at the same time assign the Ward Infrastructure Investment Management Board to develop a project to renovate and embellish sidewalks to create urban landscape and prevent re-encroachment," Mr. Hoang said.
Also according to Mr. Nguyen Le Hoang, if violating cases continue to re-encroach or have acts of destroying state property after coercion, functional forces will apply strict handling measures, including considering criminal handling according to regulations.
Representatives of Phu Dien Ward People's Committee said that the organization of coercion is not only aimed at handling a specific case but also demonstrates the local determination to strictly handle acts of encroachment on public land and illegal construction; and at the same time prevent new violations from arising, thoroughly resolve prolonged backlogs, and ensure urban order and the legitimate rights of people.
