Phu Tho Provincial People's Committee has just submitted to the Provincial People's Council to amend and supplement Resolution No. 52/2025/NQ-HĐND and Resolution No. 53/2025/NQ-HĐND dated November 25, 2025.
In which, the province proposes to increase the monthly regular support level for all positions belonging to forces participating in protecting security and order at the grassroots level. Each position increases by 400,000 VND/person/month.
According to the draft, the specific monthly support level for titles is as follows:
Team leader: 2,600,000 VND/person/month.
Deputy team leader: 2,400,000 VND/person/month.
Members: 2,200,000 VND/person/month.
According to Phu Tho Provincial Police (the proposing agency), the increase in support levels is to ensure that it is consistent with the volume and nature of work after the area is merged.
At the same time, this policy helps to encourage and attract capable and reputable people to join the force.
According to the submission of the Provincial People's Committee, implementing the policy of arranging the organizational structure of the local government at two levels, Phu Tho province has completed the merger of villages and residential groups.
The whole province currently has 3,071 villages and residential groups (2,725 villages, 346 residential groups), a decrease of 1,978 units compared to before.
The managed area is wider, the population size increases, and the risk of complicated incidents arises. In addition, the team leader and deputy team leader simultaneously take on the roles of team leader and deputy team leader of the civil defense team, shouldering additional tasks of fire prevention, fighting, rescue, and relief.
To meet the work requirements, the Provincial People's Committee proposed to adjust the minimum base level for each group from 3 members to 4 members (including 1 Team Leader, 1 Deputy Team Leader and 2 Team Members).
The total number of personnel expected to be arranged is 12,725 members (including 3,071 team leaders, 3,071 deputy team leaders and 6,583 team members).
Compared to before the arrangement (5,049 groups, 15,284 members), the whole province reduced 1,978 groups (down 39.2%) and reduced 2,559 members (down 16.7%).
Therefore, the Provincial People's Committee said that although the monthly support level for each position increased by 400,000 VND. However, the total local budget expenditure did not increase but decreased significantly thanks to the reduction in the number of members:
Monthly support for this entire force in Phu Tho is expected to be 29,837,600,000 VND/month (358,051,200,000 VND/year).
This figure decreased by 703,000,000 VND/month (8,436,000,000 VND/year) compared to the current level.
Support for voluntary social insurance and health insurance contributions: expected 4,083,770,625 VND/month.
This number decreases by 821,247,075 VND/month (9,854,964,900 VND/year).
Total budget expenditure: expected 33,921,370,625 VND/month (407,056,447,500 VND/year), a total reduction of 1,524,247,075 VND/month (equivalent to a reduction of 18,290,964,900 VND/year).
The proposed plan both improves the preferential treatment regime for grassroots forces, and ensures streamlining the apparatus and saving provincial budget.
