The Ho Chi Minh City Department of Construction has just submitted a document to the Ho Chi Minh City People's Committee on the establishment of a new Department of Construction on the basis of merging the three Departments of Construction of Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province.
Before the merger, the Ho Chi Minh City Department of Construction had 23 departments, Binh Duong had 9 departments and Ba Ria - Vung Tau had 8 departments.
According to the project, after the merger, it will be sharply reduced from 40 rooms to 24 rooms - a reduction of 16 rooms, equivalent to 40% compared to the current status.
The 24-room structure includes: Department of Construction Office; Specialized Inspection Department; Organization - Personnel Department; Legal Department; Planning and Investment Department; Finance Department; Construction Quality Management Department; Economic and Construction Materials Department; Urban Development Department; Civil and Industrial Construction Management Department; Housing Management Department; General and Digital Technology Application Department; Technical Infrastructure Planning Department; General Planning Department; Planning - Architecture Department of the Eastern region; Planning - Architecture Department of the central urban area; Planning - Architecture Department of the Northern region; Road Traffic Construction Management Department; Department of Management and operation of civil and industrial works; Department of Transport Management and operation; Department of Transport; Department of Waterway Management; Department of Waterway Management and Construction; Department of Waterway Management and Construction; Department of Traffic Management and Construction Department.
In the public service sector, the first phase after the merger will keep the 50 public service units under the current three Departments of Construction.
Of which, the Ho Chi Minh City Department of Construction has 37 units, Binh Duong has 7 units and Ba Ria - Vung Tau has 6 units. These units will receive their original status and be converted to legal entities and seals to operate under the management of the new Department of Construction.
Within 60 days after completing the merger, the Ho Chi Minh City Department of Construction will develop a project to rearrange and reorganize public service units, including 22 Regional Construction Investment Project Management Boards. The goal is to reduce at least 30% of the number of existing public service units.
According to current data, the total number of people working at the three Departments of Construction is 4,240 people, of which the administrative payroll is 1,619 people, the career payroll is 2,149 people and 472 labor contracts according to Decree 111/2022/ND-CP.
After the merger, the streamlining of the payroll will be carried out according to the roadmap, ensuring a minimum reduction of 20% of the total number of payroll and employees receiving salaries from the state budget.
Regarding the working headquarters, the Department of Construction after the merger will continue to use the existing facilities of the three localities, not build new ones. In Ho Chi Minh City, the Department of Construction will use three headquarters: No. 60 Truong Dinh (District 3), 168 Pasteur and 63 Ly Tu Trong (District 1).
The headquarters of the Department of Construction of Ba Ria - Vung Tau province (198 Bach Dang, Ba Ria city) and the Department of Construction of Binh Duong province (12-A floor, Tower A, Provincial Administrative Center) will also be kept intact.
For public service units, the current headquarters will also be kept unchanged. After the merger, the Department of Construction will review and rearrange the working facilities in the direction of effectively using the existing infrastructure, in accordance with the functions and tasks of each unit.
