The Ho Chi Minh City Department of Construction has just sent a report to the Ho Chi Minh City Party Committee's Organizing Committee on the orientation of the organizational and operational model of the Department of Construction after merging Binh Duong province, Ba Ria - Vung Tau province and Ho Chi Minh City.
According to the report, the Ho Chi Minh City Department of Construction has 1,422 administrative positions, 1,238 career positions and 285 labor contracts.
The Department of Construction of Ba Ria - Vung Tau province has 88 administrative positions, 173 positions and 18 contracts; the Department of Construction of Binh Duong province has 115 administrative positions, 54 positions and 16 contracts.
The total number of employees of the three Departments of Construction after the merger is 3,409 people.
The Department of Construction of Ho Chi Minh City proposes the principle of organizing and arranging the apparatus after consolidating the organizational structure of the current departments and units of the Department of Construction of Ho Chi Minh City. Divisions and units with similar functions and tasks at the other two departments will be merged or transferred to the departments and units of the Department of Construction of Ho Chi Minh City.
Currently, the Ho Chi Minh City Department of Construction, after two mergers with the Department of Planning and Architecture and the Department of Transport of the Chancellor, has 23 departments.
Meanwhile, the Department of Construction of Binh Duong province has 9 departments and the Department of Construction of Ba Ria - Vung Tau province has 8 departments.
According to the proposed plan, after completing the merger, the Ho Chi Minh City Department of Construction will have 23 departments.
It is expected that the reception and return of administrative results will be held at three locations in three localities: Ho Chi Minh City Public Administration Service Center expected to be located at 159 Pasteur (District 3); 1st floor of Binh Duong Provincial Administrative Center; No. 4 Nguyen Tat Thanh Street, Phuoc Trung Ward, Ba Ria City (Ba Ria - Vung Tau Province).
The Ho Chi Minh City Department of Construction after the merger will work at 5 locations: three existing locations in Ho Chi Minh City (including headquarters in Truong Dinh, Pasteur and Ly Tu Trong), one headquarters in Ba Ria - Vung Tau province and one at the Binh Duong Provincial Administrative Center.

For the Provincial Construction Investment Project Management Boards - currently public service units under the Provincial People's Committee, the proposed plan is to maintain 3 Ho Chi Minh City Construction Investment Project Management Boards, including: Civil and Industrial Construction Investment Project Management Board; Traffic Construction Investment Project Management Board; Urban Infrastructure Construction Investment Project Management Board.
At the same time, 8 Project Management Boards of Ba Ria - Vung Tau province and Binh Duong province will be merged into 3 existing Boards of Ho Chi Minh City in corresponding fields.
The Binh Duong Provincial Construction Investment Project Management Board and the Ba Ria - Vung Tau Provincial Civil - Industrial Management Board will be merged into the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board.
The Binh Duong Province Traffic Construction Investment Project Management Board and the Ba Ria - Vung Tau Province Traffic Specialized Project Management Board will merge into the Ho Chi Minh City Traffic Construction Investment Project Management Board.
The specialized departments of Agriculture, Rural Development and Wastewater of the two provinces will join the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board, because this unit is currently in charge of both the technical infrastructure and rural agriculture sectors.
In particular, the Cai Mep - Thi Vai Port Port Project Management Board will be merged into the Ho Chi Minh City Traffic Construction Investment Project Management Board.
