On August 26, the Party Committee of Chanh Hung Ward said that it had organized a Conference of the Executive Committee of the Ward Party Committee (expanded) to assess the organizational and operational situation after operating the 2-level local government model; at the same time, reviewing standards, actual conditions and management requirements to unify the plan for arranging administrative units.
Chanh Hung ward was formed from the entire area and population of Rach Ong, Hung Phu wards, ward 4 and part of ward 5 (old District 8).
The ward has an area of 4.61 km2 (not yet reaching the minimum level of 5.5 km2), but a population of 221,504 people (10.5 times the minimum level of 21,000 people according to standards), belonging to the group of most populous wards and communes in Ho Chi Minh City.
The area currently has 48 neighborhoods, 5,584 businesses and 5,364 business households; the commercial system includes 2 shopping centers, 3 supermarkets, 5 traditional markets and 62 convenience stores.
As of August 21, the ward's budget revenue reached more than 740 billion VND, equal to 74.17% of the estimate. Compensation, support, and resettlement work for the Dredging, infrastructure construction, and environmental improvement project on the North bank of Doi canal is being focused on implementation.
In administrative reform, from July 1, 2025 to now, the ward has received 59,590 dossiers, of which 57,505 dossiers are online. The rate of timely and early resolution reached 100%, the rate of synchronized dossiers to the National Public Service Portal and online payments both reached 100%; the level of people's satisfaction reached 99.77%.
However, Chanh Hung ward is under great pressure regarding technical infrastructure, social infrastructure and transportation. The area has many canals and old residential areas that need to be renovated; at the same time, many projects are being implemented such as the North bank of Doi canal, South bank of Doi canal, Ong Be canal... with a total number of cases affected by the projects of about 6,122. The population in the area is also frequently subject to mechanical fluctuations.
Through review, the Standing Committee of the Ward Party Committee determined that Chanh Hung basically met the requirements for organization, management and development of the area, and also had a unique position and role in the central area of District 8 before.
Therefore, the Ward Party Committee unanimously proposed that Ho Chi Minh City consider keeping the current administrative boundaries of Chanh Hung ward.
According to the direction of the Ho Chi Minh City Party Committee on continuing to study the plan to arrange commune-level administrative units, Party committees of communes, wards, and special zones must send reports proposing plans to the Standing Committee of the City Party Committee through the Organization Committee of the City Party Committee before August 30, 2026.
The final plan will be considered and decided on policy by the Standing Committee of the Ho Chi Minh City Party Committee.
To ensure objectivity, the Ho Chi Minh City Development Research Board is developing a thematic report, analyzing the current situation and proposing plans, to be completed before August 30, 2026.
After that, the Organization Committee of the Ho Chi Minh City Party Committee will summarize and report to the Standing Committee of the City Party Committee, completing before September 5, 2026.
