Lieutenant Colonel Tran Xuan Hai, Head of Cua Nam Ward Police, said that the unit mobilized 100 officers and soldiers, divided into 5 working groups. Each group continues to be divided into small groups of 3-4 officers and soldiers, including the Order Police force, focusing on handling violations of traffic order, urban order and environmental sanitation throughout the area.
According to Senior Lieutenant Colonel Tran Xuan Hai, implementing Plan No. 332 dated December 10, 2025 of Hanoi City People's Committee on resolving "bottleneck points" of urban order, building communes and wards to ensure discipline and urban civilization, Cua Nam Ward Police have proactively advised the Ward People's Committee and Steering Committee 197 to develop specific plans. In which, handling traffic order violations and sidewalk and road encroachment is identified as a key task.


Right from the beginning of 2026, the unit has conducted a survey of the area, grasped the situation of small-scale business operations, and at the same time promoted propaganda and mobilized business households to comply with regulations, creating consensus before deploying handling.
Recorded on the morning of May 8th in many streets in Cua Nam ward (Trang Tien, Hai Ba Trung, Ly Thuong Kiet, Hang Bai, Ba Trieu...). Cua Nam Ward Police propagated and strictly handled many cases of urban order violations.
For example, at the Trang Tien street intersection (Opéra area), the working group led by Lieutenant Colonel Phan An handled many cases of cars stopping and parking in violation of regulations; and at the same time propagated and reminded many other violations.
According to Lieutenant Colonel Phan An, functional forces focus on handling unlicensed parking lots, parking lots operating beyond the permitted scope, and cases of illegal parking on sidewalks and roadways. The penalty for parking on sidewalks is 900,000 VND.
On Ba Trieu street, functional forces also strengthened inspections and reminded cases of illegal parking; and at the same time propagated to prevent business establishments from re-encroaching on sidewalks and roadways, contributing to ensuring urban order, environmental sanitation and traffic safety.
Mr. Nguyen Tung Lam, Vice Chairman of Cua Nam Ward People's Committee, said that maintaining continuous campaigns is not only aimed at handling violations in the short term but also towards building long-term self-awareness in the community and business households. Through practical implementation, many cases after being propagated have proactively complied, self-cleared goods, dismantled violating works, and not re-encroached.
In the coming time, Cua Nam Ward Police will maintain regular and continuous deployments until the end of 2026; and at the same time promote the application of technology such as smart surveillance camera systems to serve fines and receive feedback through iHanoi and VNeID applications.
In addition to regular inspections in areas with potential for re-violations, the ward continues to promote the supervisory role of residential groups, unions and people, resolutely handling violations to maintain urban order, environmental sanitation, and gradually building a civilized and modern Cua Nam urban appearance.
