Seizing many items encroaching on sidewalks
To implement Directive 14 of the Standing Committee of the City Party Committee and Plan 109 of the Da Nang City People's Committee on restoring sidewalk order, Hai Van ward has had many synchronous solutions in the past time, focusing on handling violations such as sidewalk encroachment, illegal trading, causing unsightliness and potential risks of traffic unsafety.
According to Hai Van Ward People's Committee, in early March 2026, through people's reflections on the Da Nang Opinion Portal, in the Cu De River embankment area (K983 Nguyen Luong Bang), the situation of encroaching on roads and sidewalks for business was quite common.
Many households arbitrarily placed tables, chairs, umbrellas, and trading items, affecting the walkways for pedestrians and traffic safety and order. Upon receiving information, the Ward People's Committee directed functional forces to inspect, make records and request violators to dismantle all items and restore the clear ground.
Not only this area, but also at Nam O market, the situation of encroaching on sidewalks for business is also regularly inspected and handled. In the first quarter of 2026, functional forces seized 110 signs and 10 violating tarpaulins, contributing to rectifying the situation of trading encroaching on roads and sidewalks. In addition, the locality also organized 35 campaigns to inspect the situation of free-range buffaloes and cows.
According to the plan, from the beginning of April, Hai Van ward will enter a peak period of restoring urban order. Task forces are assigned to inspect in shifts, focusing on key roads such as Nguyen Luong Bang, Me Linh, riverside areas, densely populated residential areas and points where violations frequently arise.
According to Mr. Le Anh Dung - Director of the Hai Van Ward Public Service Supply Center, in the second quarter of 2026, the locality will strengthen regular and unscheduled inspection and supervision, especially in key areas prone to violations (resettlement areas, escape routes, traffic corridors, sidewalks... ).
Both propaganda and thorough handling of violations
Regarding handling measures, Hai Van Ward People's Committee said that it will implement it in the direction of combining propaganda and strict handling. For cases of first-time violations, functional forces will remind, guide, and require them to sign commitments not to re-offend, and mobilize them to voluntarily dismantle and relocate the violating items. For cases of intentional violation or re-offending, administrative fines will be made, and exhibits and means of violation will be seized according to regulations.
According to Mr. Bui Nguyen Hong Hai - Vice Chairman of Hai Van Ward People's Committee, along with inspection and handling work, Hai Van ward promotes propaganda to raise people's awareness of law compliance.
The Ward People's Committee will direct schools to strengthen propaganda and raise awareness of law compliance for students. In addition, organize signing commitments with households not to sell street goods in front of school gates, not to encroach on roads and sidewalks.

Neighborhood groups actively mobilize people to participate in ensuring urban order, dismantling illegal advertisements, arranging sidewalks neatly, and not encroaching on pedestrian walkways," said the Vice Chairman of Hai Van Ward People's Committee.
