On September 24, the People's Committee of Quang Binh province issued a decision to declare an emergency situation regarding landslides in residential group 8, Quy Dat town, Minh Hoa district.
Accordingly, the Cay Suong hill area (also known as Ong Dan hill) behind the residential area of residential group 8, Quy Dat town has a very steep terrain, complex geology, the height from the natural ground of the houses to the top of the hill is about 65 - 70m. After experiencing rains and floods in recent years, this area has begun to show cracks and subsidence.
In particular, from September 18 to 21, due to the influence of storm No. 4, this area has experienced a number of landslides, cracks forming a sliding arc, collapsing, and sinking, with a total length of about 200m; in some locations, soil and rocks showed signs of landslides 5 to 10m behind houses, and in some locations, they were close to the walls of houses, with a volume of about 300 to nearly 1,000m3.
Quang Binh has entered the rainy season. According to the forecast of the National Center for Hydrometeorology, in the coming time, Quang Binh province is likely to have heavy, continuous and prolonged rains. Therefore, the Cay Suong hill area is very susceptible to landslides, directly affecting 40 households in residential group 8, with the risk of causing great damage to people and property.
To ensure the safety of people's lives and property, the People's Committee of Quang Binh province requested the People's Committee of Minh Hoa district and related units to urgently evacuate all 40 households at the foot of Cay Suong hill to a safe place when there is rain and flood; ensure food, foodstuffs, and necessary necessities for people at the concentrated evacuation point.
At the same time, the authorities continue to closely monitor the weather, rain, floods, and landslides; prepare forces and means to respond in case of incidents. Organize the installation of danger warning signs, arrange permanent forces to warn and guide people and vehicles to ensure safety.
The district also needs to increase information and communication so that people know about the risk of landslides and damage to structures, and proactively take response measures. Urgently implement appropriate structural or non-structural solutions to completely handle the risk of landslides in the area, in order to soon stabilize people's lives and production and business.
