Up to now, the units have made a specific and detailed list of fishing vessels with 3 “no”s, guided the ship owners on the procedures for issuing related documents, and currently 13 ships are in the process of being implemented. The Vice Chairman of the People's Committee of Quang Binh province informed that the marking of fishing vessels has been completed; 1,137/1,159 fishing vessels have installed voyage monitoring equipment (VMS), reaching 98.1%; 3,921/3,934 existing vessels have been registered, reaching 99.7%.
The Fisheries Branch verified the disconnected fishing vessels, made administrative violation records for 8 fishing vessels; transferred the Department of Agriculture and Rural Development Inspectorate to fine 8/8 fishing vessels with a total amount of 200 million VND.
Since the beginning of the year, 51 fishing vessels have crossed the border. The authorities have inspected and verified 24 of them. As a result, 21 fishing vessels, due to objective and unavoidable reasons, drifted across and were not operating in the fishing industry; 3 fishing vessels showed signs of violations. The Fisheries Branch is completing the dossier to transfer to the competent authority for punishment in accordance with regulations. The province also directed units to urgently complete the infrastructure of type II fishing ports to serve the fight against IUU. Type III fishing ports shall monitor aquatic products passing through the port and update data to VNFISHBASE according to the assigned accounts.
Through monitoring on the fishing vessel monitoring system, since the beginning of the year, 596 vessels/5,915 trips have lost connection for more than 6 hours. Of these, 492 vessels/5,254 trips lost connection due to VNPT satellite errors, the rest due to machine failure or subjectivity.
Regarding this issue, the Fisheries Branch, the border guards and the commune authorities have announced and requested that the ship owners/captains use other devices to communicate and report their positions every 6 hours. However, using other devices to send messages to shore is very difficult. Many fishing vessels that have lost their VMS connection are facing economic difficulties and are still operating while the verification and handling work has not been completed, leading to poor monitoring of fishing vessels.
Quang Binh province has proposed the Ministry of Agriculture and Rural Development to advise VNPT Group to fix the problem, ensure fishing vessel monitoring services in accordance with regulations, and report to the Prime Minister about the recent satellite signal loss incident.
