On March 7, the People's Committee of Quang Nam province said that it had just sent a report to the Standing Committee of the Provincial People's Council requesting a policy on the return of nearly 154 billion VND of central budget capital (foreign capital) in 2025.
According to the Department of Finance of this province, the Prime Minister has assigned the public investment capital plan for 2025 to Quang Nam province with a total capital of more than VND 7,111 billion.
Of which, foreign capital is more than 436 billion VND, however, the Provincial People's Committee has only allocated more than 278 billion VND, the remaining more than 157.8 billion VND has not been allocated.
After consideration, the Provincial People's Committee proposed to allocate more than 3.9 billion VND to settle the project "Tam Ky City Wastewater and Drainage Treatment and Control", according to the proposal of the Provincial Construction Investment Project Management Board.
The remaining capital of nearly 154 billion VND is expected to be allocated to the project "Connecting the Central region of Quang Nam province", but because it has not been approved by competent authorities to adjust the investment policy and approve the adjustment of the investment project, it has not ensured conditions for consulting on capital allocation in 2025.

Implementing the Prime Minister's Official Dispatch No. 16/CD-TTg dated February 18, 2024 on the detailed allocation of budget capital in the first quarter of 2025, the Provincial People's Committee stated that the time to complete procedures for the Central Region Link project is not guaranteed.
Therefore, the Provincial People's Committee reported to the Standing Committee of the Provincial People's Council to agree on the policy of returning nearly 154 billion VND from the central budget for the Government to allocate to other projects in need.
After returning capital to the Central Government, if in 2025, the Central Region Link project completes investment procedures according to regulations, the Provincial People's Committee will direct the Department of Finance to review and transfer capital from other projects for continued implementation.
