On September 12, the Provincial People's Committee issued Official Dispatch No. 01/CD-UBND on proactively responding to heavy rain, floods, inundation, flash floods, and landslides.
According to forecasts, on the day and night of September 12, the eastern and high mountainous areas of the province will have heavy to very heavy rain, with thunderstorms in some places, rainfall from 70 - 170mm, in some places over 200mm. The western area will have rain, with moderate to heavy rain in some places with rainfall from 30 - 50mm, in some places over 80mm.
Faced with the above situation, the Chairman of the Provincial People's Committee requested communes, wards, and special zones to closely monitor warning bulletins, forecasts of heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, and hail; promptly inform people to proactively prevent and avoid.
Localities proactively review and prepare response plans; propagate and guide people to reinforce houses, prune tree branches; identify safe locations for shelter. In particular, proactively evacuate people in unsafe areas, at risk of landslides, flash floods, and landslides.
Functional forces organize guarding, control, guidance, and ensure traffic safety at underground, spillway, deeply flooded roads, fast-flowing water and areas that have or are at risk of landslides; resolutely not allowing people and vehicles to pass if safety is not ensured.
Localities are also required to inspect, review, and ensure the safety of tunnels, mineral exploitation furnaces, under construction works, reservoirs and downstream areas; arrange standing forces to handle possible situations. Response plans must be reviewed and supplemented to suit the actual situation according to the "four on-site" motto.
The Provincial Military Command and Provincial Police direct units to coordinate with forces at the grassroots level, ready to support evacuation and relocation of people from dangerous areas; deploy response, overcome consequences and rescue and relief when situations arise.
