On the afternoon of August 13, Ms. Bui Thi Quynh Van - Secretary of the Quang Ngai Provincial Party Committee, Head of the Steering Committee for Site Clearance (GPMB) of the North-South high-speed railway project through Quang Ngai province chaired the first meeting of the Steering Committee.
The North-South high-speed railway project, the section passing through Quang Ngai province, is 86.3km long. The starting point is at Km800+100 in Binh Minh commune, the end point is at km886+400 in Khanh Cuong commune. The route runs parallel to the existing railway and National Highway 1 to the west, without intersection; and parallel to the North-South expressway.
The route has 44 bridges, including 18 bridges across rivers, roads and 26 overpasses, with a total length of 58.3km. The route passes through 16 communes and 3 wards in the province. The preliminary land area within the project boundary according to the pre-feasibility study report is about 562.4 hectares.
The total investment of the component project of land acquisition and clearance through the province is about 11,379 billion VND, of which the cost of resettlement is about 1,295 billion VND, with 3,213 resettlement lots.
Localities proposed to invest in the construction of 22 new resettlement areas; at the same time, it is expected to use 2,046 plots of land in 33 resettlement areas, existing unused residential areas from other projects to prioritize the arrangement for the project. Quang Ngai Power Company has reported plans and solutions to relocate the affected power grid.
Speaking at the meeting, Ms. Bui Thi Quynh Van assigned the Provincial People's Committee to urgently report to the Prime Minister and the Ministry of Construction on the province's recommendations related to some shortcomings in the high-speed railway project. Propose that the Prime Minister consider adjusting the location of the station to the west of the old Quang Phu ward.
The report needs to clearly analyze the reasons for the proposed adjustment, clarifying the new location will reduce compensation and resettlement costs; at the same time, create more favorable conditions for the economic and social development of the province and people's lives. Propose the Prime Minister to adjust the route direction, and at the same time direct relevant agencies to promptly clarify the route direction, hand over boundary markers so that localities can proactively implement site clearance work.
Ms. Bui Thi Quynh Van requested that from September 1, 2025, departments, branches and localities must immediately get to work, without delay. In particular, after the Government approves the route, it is necessary to determine the affected scope, land acquisition area, and number of affected people to have specific plans to implement resettlement projects.
Relevant agencies need to notify people about the resettlement location. Strengthen propaganda, mobilization, and persuasion for people to share and support the project. Relevant departments and branches provide full information about the project to localities to inform people clearly.
