Shelters that help people with meritorious services overcome difficulties
Quang Ninh province is managing more than 48,000 people with meritorious services to the revolution, relatives of people with meritorious services and people worshiping martyrs. Of which, 11,476 people receive monthly allowances, with a budget of about 36 billion VND/month.
From 2023 to now, the Quang Ninh Provincial People's Council has issued 3 specialized resolutions on policies for people with meritorious services and their relatives. Along with policies on subsidies, visits, and gifts on holidays and Tet, housing support is considered one of the practical policies to help people with meritorious services stabilize their lives for a long time.
Veteran Nguyen Huu Nhuong, 73 years old, in Phong Coc ward, formerly a soldier of Regiment 10 of Rung Sac Special Forces, was injured with a disability rate of 71%.
After the war, all 3 of his children suffered from Agent Orange sequelae, and their family life is still difficult.
Typhoon Yagi in September 2024 caused a corner of the family's house to collapse. From the mobilization of the Provincial Association for Victims of Agent Orange/dioxin, the locality and organizations, individuals, and families have received 150 million VND to build a new house; the Association for Victims of Agent Orange alone supported 50 million VND.
Mr. Nguyen Huu Nhuong emotionally shared: "My family is very grateful for the concern of the province, the Association for Victims of Agent Orange/dioxin and philanthropists. This new solid house is a great source of encouragement for the family to continue to overcome difficulties and stabilize their lives.
According to the 2026 plan, Quang Ninh continues to support the construction and repair of 8 houses for the children of resistance activists infected with chemical toxins. By August 2026, 7 houses have been completed and handed over.
In 2 years 2024-2025, Quang Ninh has supported housing for 862 households of people with meritorious services and relatives of martyrs, with a total budget of 45.52 billion VND. The level of support for new construction is 80 million VND/unit, and for repairs is 40 million VND/unit, higher than the central government's regulations.
On the occasion of the 79th anniversary of War Invalids and Martyrs' Day 2026, in addition to gifts from the Central Government, the province has spent over 31.8 billion VND to give gifts to more than 15,800 people with meritorious services. The gift spending level for people with meritorious services in the province is among the highest in the country, showing concern for policy beneficiaries.

Along with caring for the material and spiritual life of people with meritorious services, gratitude activities towards National Day September 2nd in Quang Ninh are also associated with traditional education activities for the young generation.
Responding to the Project "Ho Chi Minh Communist Youth Union participates in preserving and propagating historical stories", Youth Union levels in the province organized meetings, recorded, and filmed stories of veterans, people with meritorious services and historical witnesses and posted more than 1,200 news, articles, videos, infographics, reels and short clips on digital platforms.
By the end of July 2026, about 260 photos of Heroic Martyrs, wounded soldiers, veterans and people with meritorious services have been restored and presented to relatives and families in the project "Restoring 1,000 photos of Flaming Flames".
The Provincial Youth Union also coordinated with the Provincial Veterans Association to implement the "Continuing the Fire of Tradition" program, organized in 100% of communes, wards, and special zones.
Through traditional meetings and talks, the stories of people who have gone through the war are passed down to union members and young people in a closer way.
From supporting people with meritorious services to stabilize their housing to the project "Restoring 1,000 photos of Fire Flames", Quang Ninh is concretizing gratitude activities with practical actions, while educating tradition for the young generation on the occasion of National Day September 2nd.
