Article 6, Decree 321/2026/ND-CP stipulates the level of benefits, allowances and preferential regimes for people with meritorious services to the revolution (effective from January 2027) stipulates health recovery nursing as follows:

1. Home health recovery nursing: the expenditure level is 0.9 times the standard level/person/time and is paid directly to the beneficiary.

2. Concentrated health recovery nursing: the expenditure level is 1.8 times the standard level/person/time. The expenditure content includes:

a) Food allowance during convalescence;

b) Essential medicines;

c) Gifts for the subject;

d) Visiting (travel expenses, entrance tickets);

đ) Other expenses directly serving the subject during the nursing period (maximum expenditure level of 10% of the centralized health recovery nursing expenditure level), including: face towels, soap, toothbrush, toothpaste, photos, health consultation, rehabilitation, newspapers, cultural, artistic, sports activities and other expenses serving the nursing subject.

Article 3, Decree 321/2026/ND-CP stipulates the standard level of preferential allowance for people with meritorious services to the revolution is 3,012,000 VND.

Thus, from January 2027, the level of home health recovery care for people with meritorious services to the revolution is 2,710,800 VND/person/time and the level of centralized health recovery care is 5,421,600 VND/person/time.
