According to Mr. Bui Hong Minh - Deputy Director of the Department of Construction of Quang Ninh province - the delay in stopping at Km 20+062.80, Ha Long - Van Don expressway, belonging to Thong Nhat commune, Quang Ninh province is partly due to having to adjust the planning after arranging and merging administrative units, departments, and branches.
Recently, the project has been started construction, but it will not be completed and put into operation until 2027. This means that people and road users will have to wait at least another 2 years. This is the first stop among 3 stops planned to be built on the Hai Phong - Ha Long - Van Don - Mong Cai expressway, about 176km long.
When Quang Ninh inaugurated and put into use the 3rd expressway - Van Don - Mong Cai expressway - on September 1, 2022, making this province the locality with the longest expressway axis in the country, the demand for stops for people and tourists became increasingly large, because on the expressway axis about 176km long from Bach Dang bridge (bordering Hai Phong with Quang Ninh) to Mong Cai, there is not a single stop.
Many tourists and people are upset because they drive a very long distance but have no place to go to the toilet.
To serve tourists and people, in April 2023, a unit sponsored the construction of a temporary public toilet area in the Mui Chua area, old Tien Yen district.

Previously, after years, through many procedures, in early 2024, a private investor in Hai Phong won a bid to build a stop at Km 20+062.80, on the Ha Long - Van Don expressway, in Thong Nhat commune, Quang Ninh province.
The total area of this stop is 65,678.37m2, of which the construction area is 7,205.25m2, 2-story scale, with a total floor area of 10,000m2.
This is commercial and service land, leased in the form of annual payment, with a term of 50 years, calculated from the date of the decision recognizing the winning results of the land use right auction. The winning bid price is more than 2.1 billion VND/year. The starting price is 1,109,241,991 VND/year.
According to the initial plan, this first stop, with a total construction investment of about 146 billion VND, will be put into operation from October 2025.
