However, according to Quang Ninh Provincial People's Committee, the progress of deployment and disbursement in many localities is still slow; embellishment work is not synchronized, especially items of undergrounding, compacting electrical and telecommunication cables, lighting, public decoration, green trees and especially urban flooding treatment.
To overcome the above-mentioned shortcomings, especially handling flooding, towards the establishment of Quang Ninh city, in the immediate future for urban flooding, Mr. Bui Van Khang - Chairman of Quang Ninh Provincial People's Committee - requested to complete dredging and clearing of culverts, ditches, discharge gates, canals, streams, and regulating lakes within the management scope before August 15, 2026 and maintain periodic dredging before each heavy rain and high tide; resolutely handle acts of encroachment, leveling, and obstruction of drainage corridors.
Wards: Ha Long, Hong Gai, Cao Xanh, Ha Lam, Ha Tu, Bai Chay will completely handle flooding points in the area in 2026.
The Chairman of Quang Ninh Provincial People's Committee assigned the Department of Construction to preside over the development of a master plan to handle 131 flooded points that have been identified throughout the province; determine the list of priority projects and resources, and complete them before August 30, 2026.
The Department of Agriculture and Environment should accelerate the progress of preparing a report proposing investment policies for 2 flood drainage and flood prevention projects for the Cao Xanh - Hong Gai and Cao Xanh - Ha Lam inter-ward basins, to be completed before August 30, 2026; and at the same time provide specialized support in irrigation in flood treatment for localities.
The results of performing the above tasks are one of the bases for evaluating and ranking the level of task completion in 2026 for collectives and heads of departments, branches, and localities.
