According to the Quang Ninh Provincial Department of Agriculture and Environment, the Quang Ninh Provincial People's Committee has just decided to temporarily establish inspection and control points for fishing vessels at wharves, ports and storm shelters for fishing vessels in the province to strengthen the management of fishing activities and perform tasks to combat illegal, unreported and unregulated (IUU) fishing.
Accordingly, the whole province will establish 11 inspection and control points for fishing vessels in wharves, ports and storm shelter anchorage areas.
The above 11 points include: Ben Giang (Ha An ward); temporary fishing port of Cao Xanh ward; Cai Xa Cong storm shelter anchorage area - Hon Gai fishing port (Ha Tu ward); Cam Thuy storm shelter anchorage area (Quang Hanh ward); regional storm shelter anchorage area combined with Cai Rong fishing port (Van Don Special Zone); Co To island fishing boat storm shelter anchorage area combined with fishing port; Cai Mat river mouth fishing boat storm shelter anchorage area (Tien Yen commune); fishing boat storm shelter anchorage area combined with Phuc Tien fishing port (Dam Ha commune); Tien Toi fishing boat storm shelter anchorage area combined with fishing port (Duong Hoa commune); Phu Hai boat storm shelter anchorage area (Quang Ha commune) and Mui Ngoc area - Nui Do port (Mong Cai 1 ward).
At these points, the fishing vessel inspection and control team will be established by the People's Committees of communes, wards, and special zones and organized for regular duty. The team's composition includes representatives of forces, such as: local professional departments, Border Guards managing wharves and ports (if any), commune-level police and units managing wharves, ports, and storm shelters.
The inspection teams have the task of controlling all fishing vessels docking and leaving ports; guiding fishermen to record logbooks and exploitation reports; controlling and confirming seafood output through the electronic traceability system (eCDT); storing dossiers to serve seafood traceability according to regulations. At the same time, periodically and weekly summarize and report implementation results to the Department of Agriculture and Environment for monitoring and management.
Quang Ninh Provincial People's Committee assigned the Department of Agriculture and Environment to guide professional expertise, manage and update fisheries data on systems such as Vnfishbase, vessel monitoring system (VMS), electronic traceability (eCDT); and at the same time summarize data from control points to serve fisheries management and combat IUU fishing.
The establishment of fishing vessel inspection and control points aims to strengthen the management of fishing vessels entering and leaving ports, control exploitation output, ensure traceability of seafood, thereby contributing to the effective implementation of IUU fishing prevention solutions and sustainable fisheries development in the province.
