In late November 2025, implementing the direction of the People's Committee of Quang Ninh province on strengthening the management of aquaculture activities, the Department of Agriculture and Environment coordinated with the authorities of riverside and coastal localities to deploy a peak period of inspection and handling of illegal aquaculture in many key areas.
Through reviewing major rivers such as the Chanh River, the Ruben River, the Bach Dang River, the Cam River, the Kinh Thay River, etc., the interdisciplinary force discovered hundreds of spontaneous cages, mines, nets and piles.
These works not only encroach on the water surface but also hinder the flow, destroying natural habitats.
The Provincial People's Committee requires all Rural Development activities to be transferred to planning areas, resolutely relocating spontaneous cages on waterway traffic routes and the buffer zone of Ha Long Bay Heritage.
In Quang Ha commune, the local government has established two working groups with more than 140 members, including police, military, militia, and people.

During the 4 days of the campaign, the authorities handled and dismantled over 200 hectares of illegal cages and NTTS works (mainly for raising flower sturgeon and 2 crab clams in the Bai Trieu area of the commune), and at the same time issued fines for more than 30 violations.
Mr. Nguyen Van An, Ghenh Vo area, Quang Ha commune, said: "My family has been raising flower mussels in the tidal area of Quang Minh 3 village since 2023. In recent three years, the economic efficiency of mollusk farming has increased, causing many households to encroach on tidal flats. This phenomenon has existed for a long time, the government has launched many campaigns but it still recurs. Hopefully, after this launch, it will be completely resolved, ensuring security and order in the area".
Mr. Pham Van Chien, Quang Phong 9 village, Quang Ha commune, shared: "Invasion of tidal flats makes it difficult for people from the tidal flats like me to make a living when exploiting natural aquatic products, some people are even pushed away when approaching the cages".
The launch at the end of November 2025 has created a clear change in the management of renewable energy activities in Quang Ninh. However, to completely end the situation of land encroachment and tidal flats, it is necessary to have the continuous participation of the government, the consensus of the people and a strict monitoring mechanism to prevent violations from recurring.
