The Board was established on the basis of reorganizing the Ha Long Bay Management Board, Bai Tu Long National Park Management Board and the Monument and Scenic Landscape Management Board under the Department of Culture - Sports and Tourism.
The unit has the function of advising and assisting the Provincial People's Committee in managing, protecting, preserving, restoring, embellishing, restoring and promoting the value of heritages; organizing tourism and service activities in the World Natural Heritage Area of Ha Long Bay, Yen Tu - Vinh Nghiem - Con Son Relic Complex and Scenic Area, Kiep Bac in Quang Ninh (including Yen Tu Special Relic Complex and Scenic Area, Tran Dynasty Special Relic Site, Bach Dang Special National Historical Site Cluster) and Bai Tu Long National Park - ASEAN Heritage Park.

The Ha Long Bay - Yen Tu World Heritage Management Board is a public service unit, with legal status, its own seal and account; under the management of the Provincial People's Committee and professional guidance of the Ministry of Culture, Sports and Tourism, the Ministry of Agriculture and Environment, the Ministry of Foreign Affairs, the Vietnam National Commission for UNESCO and relevant agencies.
The Ha Long Bay - Yen Tu World Heritage Management Board has Heads, Deputy Heads and 10 departments and units under its management: Office; Finance Department; Department of Professional Affairs and Heritage Renovation and Restoration; Department of International Communications and Cooperation; Center for Monitoring, Safety and Rescue; Center for Tourism Services; Ha Long Bay Conservation Center 1; Ha Long Bay Conservation Center; Bai Tu Long National Park Conservation Center; Yen Tu Heritage Conservation Center.
