The organization of the trial operation of the 2-level local government model in 8 new communes and wards after the arrangement in districts, towns and cities including: Vinh Linh, Gio Linh, Cam Lo, Khe Sanh, Dien Sanh, Trieu Phong communes and the two wards of Quang Tri and Dong Ha was deployed on June 17.
This is an important preparation step towards the official operation of the 2-level government model from July 1.
During the trial operation, localities held the first session of the People's Council of communes and wards, term I, to perfect the organization of the government apparatus, announce the resolutions appointing key positions of the People's Council and People's Committee, and at the same time approve working regulations and work programs for the last 6 months of the year.
In Gio Linh commune and Quang Tri ward, the Acting Chairman of Hoang Nam Provincial People's Committee inspected the two models of receiving and handling administrative records: the new model and the old model.
Mr. Hoang Nam requested to arrange a dynamic one-stop department, grasp the process to best serve the people, and avoid interruption of administrative procedures in the transition period.
Ms. Cap Thi Lanh, a resident of Gio Son commune, shared that she had been enthusiastically guided by the staff. Ms. Lanh came to do the procedures to quickly cancel the mortgage of the red book, without having to wait long.
In Dong Ha ward, the Public Administration Service Center has been carefully prepared.
At the trial operation points, representatives of the Provincial Party Committee's leaders directly attended the meeting and gave instructions. Head of the Propaganda and Mass Mobilization Department of the Ho Dai Nam Provincial Party Committee requested the Khe Sanh commune government to promptly complete the working regulations and improve the quality of public service. Head of the Provincial Party Committee's Internal Affairs Committee Ly Kieu Van praised Cam Lo commune for its careful preparation for the first term commune People's Council meeting.
The trial operation of the two-level government model is a necessary warm-up step to assess the feasibility, synchronization, and efficiency of the new apparatus. From July 1, Quang Tri and 33 other provinces and cities will officially implement the provincial-commune-level government model, contributing to administrative modernization, better serving people and businesses.
