"Running" to pilot the 2-level government model is considered favorable
According to the plan approved by the Hanoi Party Committee, the trial operation phase of the 2-level government model from June 20 to 26 will focus on handling public administrative services serving people and businesses; coordinating between departments, branches and localities. On June 27, the city held a preliminary meeting, drew experience and continued synchronous implementation.
Talking to Lao Dong Newspaper about "running" a trial of the two-level government model, Mr. Nguyen Viet Hung - Vice Chairman of the People's Committee of Dai Mo Ward (old) said that a part of Dai Mo Ward (old) will be merged into Tay Mo Ward (new), with a total area of 5.95km2 and a population of 46,469 people. The new administrative unit includes most of Tay Mo ward; part of Dai Mo and Phu Do wards (Nam Tu Liem district); Duong Noi ward (Ha Dong district) and An Khanh commune (Hoai Duc district).
"Currently, the facilities serving the new ward such as the signboard and the departments have been completely repaired. The headquarters of Tay Mo ward (new) is located at the location of Dai Mo ward People's Committee (old). The documents and papers have been boiled and handed over to us since June 16. As for any difficulties or problems, it will only be until the trial operation can be specifically assessed," said Mr. Hung.

According to Mr. Hung, when implementing the two-level local government model, the work of the professional staff will basically not change. Cadres assigned to any unit will continue to work there. This force was also added from Nam Tu Liem district down. After being announced, key leadership positions will be tested according to the process and operate as usual.
"I find the implementation of the new model quite smooth. Although during the testing process, the workload increased, everyone was very busy, but the one-stop department still maintained normal operations, without interrupting the service to the people for a single day," Mr. Hung affirmed.
The trial operation includes 10 key groups of contents
To organize the trial operation of the two-level local government model, the Standing Committee of Dong Da District Party Committee has developed a specific plan to implement in 5 new wards after the merger.
According to the plan, on June 19, the wards will organize online training conferences chaired by the City, providing professional guidance to cadres and civil servants in the new wards; training on the use of software related to handling administrative procedures for people and businesses, document management system software and operation in online form.
From June 20 to 26, a practical trial operation of the ward-level government apparatus through handling administrative records, operating electronic management systems, simulating situations arising in operations, receiving citizens, handling backlog procedures from old units will be conducted.
On June 27, the wards held a preliminary meeting, evaluated the results, and drew comprehensive lessons before officially implementing from July 1, 2025.
The implementation location is the headquarters of the 5 new wards and related public and administrative reception points. The trial operation includes 10 key groups of contents such as: The Standing Committee of the Party Committee and People's Committees of wards shall resolve hypothetical situations arising before, during and after the operation of local authorities at the new ward level.
Assume the following situations: Operating the software of the Document Management System and operating the reception and transfer of documents to and from the political system and the city's Official Electronic Post System. Operate the reception, processing and feedback of information reflecting the actual needs of people and businesses through the iHanoi application or directly at the reception counter, guiding administrative procedures in the period from June 20 to June 26, 2025.
Operate the reception and settlement of administrative procedures (citizenship, land, construction, etc.) for cases where people have submitted documents in the old district but have not been resolved and hand them over to the new administrative unit for further settlement. Operate the return of results issued by the old district, but not yet handed over for payment before stopping operations.
Along with that, operate the reception and settlement of projects under implementation and backlogs in the old district to coordinate with departments, branches and sectors in the city to continue implementing or submit to competent authorities for consideration and settlement according to regulations (secting hypothetical situations of important and complex nature);
In the plan, the Standing Committee of Dong Da District Party Committee requested relevant units to complete the review and handover of the organization, documents, personnel and equipment for operation before June 18.
