On the morning of June 16, General Secretary To Lam worked with the Standing Committee of the Hanoi Party Committee to listen to an assessment of the situation and results of implementing the Central's resolutions and conclusions, reorganizing the apparatus (including the merger and consolidation of communes), 2 announcements of the General Secretary's conclusions at previous working sessions; the leadership in implementing economic growth tasks, social security work, poverty reduction to improve people's lives and the city's proposals and recommendations.
Highly focusing on two major tasks
Speaking to goiate the contents of the discussion, General Secretary To Lam emphasized that Hanoi - the capital of a thousand years of culture, the national political and administrative brain center, needs to comprehensively review and evaluate the socio-economic development situation, strongly arousing potential and advantages. From there, new strategic breakthroughs were proposed, creating a fundamental change for Hanoi to truly break through, rising to take a leading role in the overall development of the country.
General Secretary To Lam noted that in the process of arranging the organization of two-level local governments in the capital, the top priority is to maintain internal solidarity, promote the pioneering and exemplary role of the staff.
The people and people of the capital always trust and support the major policies of the Party and State, however, to achieve high efficiency in implementation, it is necessary to pay special attention to personnel work, because this is the key to deciding whether success or failure.
General Secretary To Lam pointed out that in the process of implementing two-level local governance, it is necessary to follow regulations and procedures, putting the common interest above all. Recently, many officials have voluntarily retired from work, not demanding rights, demonstrating a high sense of responsibility for the common cause. These are typical examples of sacrifice and silent dedication, which the entire Party and people respect and recognize.
General Secretary To Lam mentioned three important requirements that need to be focused on implementing in the coming time. In order to move towards the 14th National Congress of the Party, Hanoi needs to focus on leading the organization of Party Congresses at all levels, especially grassroots Congresses, to successfully organize the City Party Congress. This is a particularly important political task, which must be carefully prepared, elaborate, democratically and in accordance with the Party Charter.
The General Secretary emphasized the need to maintain internal stability and unity; Regardless of implementing any task, success will only come when there is internal consensus and unity and support from the people. In the context of not having much time left, all targets and tasks of the year must be completed excellently and comprehensively.
Hanoi must continue to focus on preserving the elegant and civilized lifestyle, style, and culture of Trang An people. At the same time, there must be a strong change in urban appearance, in which the environmental issue and the face of the capital need to be given special attention, so that Hanoi can be worthy of being a typical center of the country.
The General Secretary affirmed that the Central Government has been giving strong instructions in many areas, but for Hanoi, it is necessary to focus highly on two major tasks: One is to reorganize the apparatus according to the model of a two-level urban government. Two is to prepare well for Party Congresses at all levels towards the 14th Congress - key premises to bring Hanoi to sustainable development, take the lead in innovation, and maintain its position as a "locomotive" in all aspects of the country.
Creating new development space for the capital
Regarding the work of arranging and streamlining the apparatus to implement the 2-level local government model, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the Standing Committee of the City Party Committee has established Steering Committees to develop a project to arrange and organize the City's departments, branches, and sectors and commune-level administrative units with the motto of "clear work, clear people, clear responsibilities, clear time, clear results" and issued Instruction No. 09-HD/TU of the City Party Committee on the arrangement of cadres according to the model of organizing local government at two levels, not organizing at the district level.
After the arrangement, at the city level, 1 Party Committee, 11 Party Executive Committees, Party Youth Union were reduced; 3 were terminated and 2 affiliated Party Committees were established; 6 departments, 1 agency equivalent to a department, 1 public service unit were reduced; 4 branches and 49 departments under the department. The city has arranged 526 commune-level administrative units with 126 new communes and wards, ensuring that after the arrangement, the government will be closer to the people, close to the people, promptly serve the people and create new development space, promote the potential and strengths of the capital and each locality.
As of May 15, all 30/30 districts have completed the project to organize the apparatus of the Party, People's Council, People's Committee, Vietnam Fatherland Front Committee and socio-political organizations to submit to the Standing Committee and have been basically reviewed by the City's functional agencies. The Standing Committee of the City Party Committee will consider, approve, and appoint personnel for the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the new Party Committee of communes and wards. Assigning leaders of the People's Council, People's Committee, Fatherland Front Committee, and socio-political organizations of the new communes and wards to ensure compliance with principles and regulations.
According to the Secretary of the Hanoi Party Committee, the staff of 126 communes and wards were selected in accordance with the set goals and requirements, taking district-level cadres as the core and adding capable cadres from departments, branches, sectors and organizations of the city to work at the grassroots level.
The Party Executive Committee has approved the Project to dissolve district, town and city Party Committees and the Project to establish new commune and ward Party Committees to start from July 1, 2025, the apparatus of Party agencies, authorities, the Fatherland Front and mass organizations will come into operation.
The Standing Committee of the City Party Committee issued a Plan for the trial operation of the 2-level local government model from June 20 to 26, 2025 and a meeting to draw lessons on June 27, 2025 to officially come into operation from July 1, 2025 after simultaneously announcing the decision to establish 126 communes and wards on June 30, 2025.
Hanoi is the first locality to deploy the "umserious administration" model with the motto "smart administration - dedicated service" at the City-level Public Administration Service Center and people implementing administrative procedures regardless of household registration or place of residence. The Hanoi People's Committee is finalizing the Project "Building a smart Hanoi city by 2030", ensuring synchronization with the 2-level urban government model, digital spatial planning - digital infrastructure.
