On June 17, the Thanh Hoa Provincial Party Committee held an online conference across the province to deploy a trial operation of the activities of the Party Committees, People's Councils, and People's Committees in newly arranged communes and wards according to the 2-level local government model.
The conference was connected to 166 new commune-level bridges, with the participation of leaders of the Party Committees, People's Councils, Provincial People's Committees; representatives of the Standing Committee of the Party Committee, grassroots authorities; specialized departments, offices and key officials at the new administrative units.
Speaking at the conference, Mr. Nguyen Doan Anh - Secretary of the Thanh Hoa Provincial Party Committee - affirmed that this is an important event, marking a new shift in the organization of the grassroots government apparatus, demonstrating the strong determination of the entire political system in streamlining the organization, improving the effectiveness and efficiency of the operations of agencies, towards closer to the people, closer to the people and better serving the people.
According to the Provincial Party Secretary, in recent times, the province has actively, urgently and seriously prepared the necessary conditions to implement the arrangement and reorganization of commune-level administrative units according to the 2-level local government model, ending the district-level government organization model in the commune.
On June 16, 2025, the National Assembly Standing Committee issued Resolution No. 1686 on the arrangement of commune-level administrative units in Thanh Hoa province. Accordingly, the whole province has 166 commune-level administrative units, including 147 communes and 19 wards; of which, there are 126 communes and 19 wards formed after the arrangement, 21 communes remained the same.
The pilot operation of the activities of the Party Committee, People's Council, and People's Committee of the new commune-level administrative units is the first step to check the feasibility, synchronization, and effectiveness of the implementation of the new organizational model.
At the conference, delegates at the Thanh Hoa Provincial Party Committee's bridge and 165 new commune and ward bridges followed the drill activities at the Hac Thanh ward bridge (Thanh Hoa city) - the unit selected as the model.
During the drill, the Hac Thanh Ward Party Committee held a conference to decide on the establishment of specialized advisory and support agencies of the Party Committee and the establishment of a Party Committee (central) of the ward's administrative agency.
The People's Council of Hac Thanh Ward held the first session of the 2021-2026 term to carry out the process steps related to the organization of the People's Council and People's Committee personnel. The Ward People's Committee also held the first meeting to approve working regulations, work programs and other related contents.
