With less than two weeks left until the official operation of the two-level government model, the new wards after the merger in Ho Chi Minh City are focusing all their efforts on testing the apparatus. Localities all show proactiveness and high determination, aiming to serve people in the fastest and most effective way.
Stable system, staff ready to master technology
After days of piloting the two-level government model, Mr. Lam Viet Thao, Deputy Head of the Department of Urban Infrastructure Economics of Tan Binh District, said that all activities have gone smoothly, receiving positive feedback from officials and civil servants.
In particular, the team of cadres and civil servants in Tan Son Nhat ward has shown a high determination in accessing and mastering new software. "The training sessions and instructions for the agency's use are effectively implemented, helping staff quickly adapt to the digital work process and perform operations thoroughly, ensuring that the processing of documents for people is quick and in accordance with regulations," Mr. Thao informed.


Regarding the preparation of facilities, Tan Son Nhat ward is urgently consulting to upgrade, renovate and complete the working space scientifically and actively, creating favorable conditions for both civil servants and people to make transactions. The reception areas and the Public Administration Service Center have also been clearly planned to ensure convenient and efficient traffic flow.
Mr. Lam Viet Thao affirmed: "From now until July 1, the ward is still urgently completing the final preparations to ensure smooth operation". Key tasks include: checking and reviewing the system to thoroughly overcome arising errors; in-depth training for staff, especially in real-life situations; perfecting internal processes to ensure smooth coordination between departments; and enhancing communication so that people have a good grasp of new administrative services.
"The cadres and civil servants of Tan Son Nhat ward in particular and Tan Binh district in general are committed to making every effort to ensure the conversion takes place smoothly, bringing maximum convenience and satisfaction to people when coming to administrative transactions in the ward," Mr. Thao emphasized.


Mr. Thao also informed that the trial operation will be carried out according to the upcoming scenario and simulation, to ensure that by July 1, people coming to the ward will be served without interruption. In particular, the settlement of current administrative procedures for people is still taking place in parallel, without affecting daily activities in this transition process.
Hoa Hung Ward is ready to welcome 96,000 people
Similarly, in District 10, the new Hoa Hung ward, merged from three old wards, is also actively piloting the 2-level government model, preparing for official operation from July 1, 2025.
Ms. Le Thi Ngoc Hien, Secretary of the Party Committee of Ward 14 (expected Chairman of the People's Committee of Hoa Hung Ward) said that in recent days, the trial operation of the two-level government model has been going very smoothly and the cadres have kept up with the work.
The testing process is being vigorously implemented, focusing on essential areas such as culture - society; civil status registration; urban, environmental, food safety; and signature certification, original medical certificate.

Ms. Hien informed that the new Hoa Hung ward will have more than 96,000 people. The ward also reuses the headquarters of the old Ward 15 to build a Public Administration Service Center. However, the ward still has certain concerns about not fully meeting the requirements and needing to be renovated and upgraded.
"At first, serving the people will certainly be a bit worried and concerned, but with a ready spirit, we have reviewed the facilities, arranged job positions to receive the people and best serve the people," Ms. Hien shared.
