On June 7, the People's Committee of Quang Tri province confirmed that it had requested provincial departments, branches and sectors to proactively review and guide the People's Committees of districts, towns and cities in decentralizing, authorizing, and transferring state management functions and tasks currently carried out by the district level. The handover must comply with legal regulations, not allowing overlap, omission of functions and tasks or disruption in the management and provision of public services.
In the process of developing guidelines and plans for receiving and handing over, provincial-level professional agencies need to promptly update regulations of relevant ministries and branches to clearly define their authority; at the same time, ensure smoothness in direction and management and not create gaps in state management.
The People's Committees of districts, towns and cities are required to closely coordinate with provincial departments, branches and sectors to review all functions and tasks being carried out, propose a plan to transfer documents, records and public assets to the commune-level or provincial-level agency for receipt. This work must be completed before June 10, 2025.
In addition, localities need to fully and promptly inform cadres, civil servants, public employees and people about the process of reorganizing the apparatus; at the same time, have solutions to support people in the process of implementing administrative procedures in the transition period.
The Provincial People's Committee assigned the Department of Home Affairs of Quang Tri province to be the unit to synthesize and report difficulties and problems arising during the implementation process to promptly advise on solutions.
