Phu Tho Provincial Police said that, according to the provisions of Decree 288/2025/ND-CP, drivers of unmanned aerial vehicles must fully meet the following conditions: being 18 years old or older (except for equipment with a maximum take-off weight of less than 0.25 kg); not using alcohol, beer, drugs or prohibited substances; having a flight control license issued by a competent authority.
For equipment weighing 0.25 kg or more, flying outside the visual view or flying according to a pre-installed program, the operator is required to have a suitable license.
At the same time, the registration and application for flight permits must be carried out fully; strictly prohibit flying in prohibited areas, military areas, airports or crowded places without permission.
Violations of regulations on management and use of unmanned aerial vehicles will be strictly handled according to the provisions of law.
Drivers of unlicensed equipment flying into prohibited or crowded areas may be administratively fined from 20 to 30 million VND; in cases of affecting the safety of other aircraft, they may be fined from 30 to 40 million VND.
There may also be additional penalties such as confiscation of vehicles, suspension of flight operations or forced remedy of consequences; if serious consequences are caused, criminal prosecution may be applied.

Phu Tho Provincial Police added that in the past time, the unit has implemented measures to manage and strictly control the operation of unmanned aerial vehicles and other aircraft (flycams).
At the same time, promote propaganda and guidance for people and tourists to strictly comply with legal regulations, contributing to ensuring a solemn and safe festival season.
To serve the security assurance work in the Hung Temple area, the Police force requests people and tourists to raise their sense of responsibility, strictly comply with regulations on management and use of unmanned aerial vehicles; do not arbitrarily film or take photos from above without permission.
Strict compliance with regulations not only contributes to preserving the solemnity of the festival but also builds a civilized and friendly image of Dat To in the eyes of tourists from all directions.
