In recent days, National Highway 13 from Lai Thieu toll station to Vinh Binh bridge (belonging to Lai Thieu and Binh Hoa wards) is under construction to raise the roadbed.
The section about 3 km long is being filled with stone, compacted, creating a new roadbed about 1m higher than the old road surface. During construction, many households living along the road are facing the scene of houses lower than the road surface.
People living along National Highway 13 said that they understand that upgrading the road is necessary, but during the construction period, daily life is disrupted, making it more difficult for vehicles to enter and exit the house. In some houses, women cannot push their vehicles into the house, and men driving up and down is also hard and dangerous.
Besides, when it rains, water from high roads flows into people's houses. This makes people worried that they will be heavily flooded when heavy rain lasts.
Not only affecting travel, the road surface elevation also affects the business operations of households. Some stores located close to the road surface are blocked, making it difficult for customers to access and go shopping. There are cases where people renting kiosks for business have had to close.
Talking to a reporter of Lao Dong Newspaper, the leader of Lai Thieu Ward People's Committee said that the ward has grasped information that National Highway 13 passing through the area is raising the foundation very high. Recently, during a meeting with voters, people also reflected on this issue. However, this issue is under the authority of the project investor to resolve. Currently, the Ward People's Committee has exchanged and requested the investor to find measures to handle and support people.
Representatives of Becamex IJC Technical Infrastructure Development Joint Stock Company (the investor of the BOT project to upgrade and expand National Highway 13) said that raising the foundation of National Highway 13 is a flood prevention solution for this route. At the same time, the company confirmed the impact on people when raising the foundation of National Highway 13.
Regarding the solution, the company said it will build stairs and steps for people to travel conveniently. In addition, for cases where there are no drainage paths, the company will support the construction of pipes and manholes for water to drain into the sewer system. The company will review and study measures to support each case. At the same time, urgently construct, minimizing impact on people.
It is known that the project to upgrade and expand National Highway 13 from 6 to 8 lanes through Binh Duong (formerly) started in early 2022 with a total investment of 6,255 billion VND. The project is about 15km long and is being expanded from the center of Ho Chi Minh City to Thu Dau Mot ward. Of which about 12 km is only widening lanes and not raising the foundation, 3 km is both raising the foundation and expanding the section through Lai Thieu ward and Binh Hoa ward.
