A province cannot have two plans
According to the People's Committee of Ca Mau province, the purpose of the plan is to concretize the steps to implement the work of adjusting the provincial planning so that the agency assigned to adjust the provincial planning (Department of Finance), departments, branches, sectors, People's Committees of communes, wards and related units can base on the planning of Bac Lieu province (old) and the planning of Ca Mau province (before the merger) approved by the Prime Minister to organize the implementation of adjusting the planning of Ca Mau province for the period 2021 - 2030, with a vision to 2050.
Mr. Nguyen Minh Chien - a retired cadre in Bac Lieu ward, Ca Mau province - said that a province cannot have two plans. After the merger, the planning also needs to be changed to suit the conditions, potential and strengths of each area. Only then can sustainable development be achieved.
Meanwhile, Mr. Nguyen Van Hung (Bac Lieu ward) expects the new planning to be suitable, creating conditions for the previous urban areas to develop more strongly, not focusing too much on the central area of Ca Mau today.

The Chairman of the People's Committee of Ca Mau province requested departments, branches and localities to participate in the planning. At the same time, participate in developing planning contents to ensure timeliness, quality, efficiency and high feasibility. In addition, clearly identify the key content of adjusting the provincial planning; assign specific responsibilities, tasks, and implementation time to departments, branches, sectors, People's Committees of communes, wards, and related units to proactively coordinate the implementation of the plan and progress according to the field, area, and scope of management.
According to the plan, the appraisal and establishment of an appraisal council will be done by the Department of Finance (the agency assigned to adjust the provincial planning) in coordination with departments, branches, units, and localities according to assigned functions and tasks, reviewing the content of the adjustment of the provincial planning to ensure compliance with the adjustment of the national master plan for the period 2021 - 2030 decided by the National Assembly; adjusting the regional planning; adjusting the national sectoral planning (if any).
The People's Committee of Ca Mau province requires the process of adjusting the provincial planning to ensure synchronous, synchronous and unified coordination between departments, branches, sectors, People's Committees of communes, wards and related units in orientation for development, space arrangement, resource allocation for socio-economic activities, national defense, security, resource use, environmental protection at the provincial and inter-commune levels and orientation for arrangement in communes and wards to achieve the goal of balanced, harmonious, effective and sustainable development.
The development of urgent planning adjustment contents, ensuring quality, synchronization, and coordination between central ministries, branches, departments, sectors, localities and relevant consulting units, meeting regulations on time, order, procedures for making, appraising and submitting for approval to adjust provincial planning according to the provisions of law.
Provincial planning agencies, departments, branches, sectors, People's Committees of communes, wards and related units must identify the task of adjusting provincial planning as a political, key and important task; therefore, it is necessary to focus on time, arrange and arrange human resources to actively, proactively and effectively participate in the process of adjusting provincial planning.
