On the afternoon of June 2nd, at the third session (specialized session), the Hanoi People's Council passed a Resolution stipulating the content, composition of dossiers, cost norms, procedures for preparing, appraising, and approving the overall plan of the Capital, and approving the adjustment of the overall plan of the Capital (implementing point a, clause 3, Article 10 of the Capital Law No. 02/2026/QH16).
The Resolution stipulates that the collection of community opinions related to the Overall Plan of the Capital is carried out in the form of collecting opinions in one or more forms: Posting on the electronic information page of the planning organization; sending dossiers and documents to collect people's opinions in writing; posting and displaying in public places to receive people's opinions; other forms according to the provisions of law on implementing democracy at the grassroots level. The time for collecting opinions is at least 20 days from the date of publicizing the content of the collection of opinions.
No later than 15 days from the date of approval, the City People's Committee directs the public announcement of the contents of the Capital's master plan; for contents belonging to state secrets, it must ensure compliance with legal regulations on protecting state secrets.
This Resolution takes effect from the time it is passed and replaces Resolution No. 84/2025/NQ/HĐND dated December 13, 2025 of the City People's Council stipulating the content, cost norms, unit prices, dossier components, order, procedures for preparing, appraising, approving, and adjusting the Capital's overall plan.
The City People's Council assigned the Hanoi City People's Committee to direct agencies and units to promote responsibility, especially the responsibility of the head in leadership, ensuring publicity, transparency, efficiency, and avoiding loss and waste in the process of implementing this resolution.
Hanoi City People's Committee also coordinates with the People's Committees of provinces around the Capital and the Red River Delta in the process of organizing implementation.
In the process of implementing the resolution, in case of arising contents that need to be amended, supplemented, or replaced, the City People's Committee shall promptly summarize and report to the City People's Council for consideration and resolution according to its authority.
The City People's Committee shall report to the City People's Council in case legal normative documents of central state agencies, including documents stipulating mechanisms and policies applicable to other subjects and localities, issued after the effective date of this resolution, have regulations on preferential or more favorable mechanisms and policies;
The City People's Committee also organizes an effectiveness assessment for this resolution after 1 year of implementation; conducts preliminary reviews and summaries of the implementation of that document in accordance with the law or at the request of competent authorities.
