In recent times, the state management of minerals in Binh Dinh province has been basically implemented seriously. The licensing of exploitation, especially minerals used as construction materials to serve public investment projects and the North-South expressway, is carried out in accordance with the procedures, meeting construction needs.
In 2024, the province's budget revenue from mineral activities will reach nearly 410 billion VND. The monitoring system is enhanced with 60 AI camera connection points, more than 50 points for the installation of electronic weighing stations, contributing to improving management efficiency.

However, there are still shortcomings in mineral management. Some localities have not been proactive in preparing material mines for construction, some places are still lax in management, slow in inspection, and handling violations. Coordination between departments, branches and localities is still limited, the volume of exploitation has not been strictly controlled, and environmental protection is not strict. The surveillance camera system has not been effective in preventing remote violations...
Faced with this situation, Permanent Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tuan Thanh requested localities to proactively coordinate with relevant departments and branches to determine the specific location, scale, and exploitation time of material mines for construction, include them in investment project dossiers and add them to mineral planning.
At the same time, fully implement land procedures and environmental impact assessment according to regulations. Assign staff to regularly monitor the surveillance camera system at the mines, promptly detect, prevent and handle violations.
"Hoai Nhon Town must strengthen inspection and require project investors to fully implement mineral procedures. Hoai An District must report and propose to the Provincial People's Committee a plan to handle the mines that have been auctioned but have not been implemented.
Quy Nhon City directs departments, branches and wards and communes to organize inspections and thoroughly handle the illegal mineral exploitation situation in the area east of Hon Cha Mountain. At the same time, there are long-term measures to rectify mineral protection in this area. The Chairman of the City People's Committee is responsible for any violations," Mr. Nguyen Tuan Thanh directed.
The Standing Vice Chairman of the People's Committee of Binh Dinh province assigned the Department of Finance to closely coordinate with relevant units in reviewing and verifying the origin of minerals used for public investment projects; not paying for the volume without legal documents.
The Provincial Police proactively inspect and strictly handle acts of profiteering in mineral auctions and exploitation activities; coordinate with relevant units to prevent and promptly handle violations according to regulations.
As Lao Dong reported at the end of November 2024, many hills in Hon Cha Mountain (Tran Quang Dieu Ward, Quy Nhon City) were broken by " stone bandits" for illegal stone mining. According to records, Hon Cha Mountain is now become shabby as the forest has gradually disappeared, replaced by messy rock fields, lying exposed in the sky...
Immediately after the reflection of Lao Dong Newspaper, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan directed Quy Nhon City to thoroughly handle, thoroughly, and with enough deterrence to prevent illegal mineral exploitation on Hon Cha Mountain.
