On the morning of July 14, the Hanoi City People's Council of the XVII term, 2026-2031, opened the fifth session to consider and decide on many important contents.
Many prolonged problems have been gradually resolved.
Speaking at the meeting, Politburo Member, Secretary of the Hanoi Party Committee Tran Duc Thang said that from the beginning of the year to now, the city has focused on synchronously implementing 2 groups of major tasks and solutions including: Creating foundational conditions for the Capital to enter a new stage of development and implement socio-economic growth goals, solving 5 bottlenecks.
The city continues to consolidate the two-level local government political system after the election of National Assembly deputies and People's Councils at all levels; gradually shifting administrative management to modern management based on data, progress and work efficiency.
The institutional foundation continues to be completed with a set of three pillars: Resolution No. 02 of the Politburo on building and developing Hanoi Capital in the new era, Capital Law 2026 and Capital Planning with a 100-year vision.
The People's Council and the City People's Committee have completed a large volume of documents with 59 resolutions and 10 decisions taking effect simultaneously with the Capital Law, creating a synchronous legal corridor in all fields of socio-economic life.
The city's economy continues to recover, maintaining positive growth momentum; budget revenue, disbursement of public investment capital, investment attraction, and business development have many bright spots; many long-standing problems have been gradually resolved.
The fields of culture, education, health, and social security continue to be concerned and achieve many outstanding results.
National defense and security continue to be strengthened, ensuring social order and safety for socio-economic development.
The commencement of 5 urban railway lines, rental housing projects, and accelerating the completion of key infrastructure projects are important foundations for modern, green and sustainable urban development.
Discussing frankly, in the right focus
According to the Secretary of the Hanoi Party Committee, besides the achieved results, it is necessary to frankly recognize the shortcomings and limitations.
Many growth targets have not reached the set scenario target; some industries and fields have not created a corresponding breakthrough; purchasing power, exports, services, tourism, real estate, science and technology still have a lot of room and are the city's strengths but have not been fully exploited.
Bottlenecks in traffic, flooding, environment, food safety, urban order, and slow-progress projects still need to be handled more drastically and fundamentally; requiring the entire political system of the city to be more determined, innovate stronger, and implement faster to promote advantages and release resources for development" - Mr. Thang emphasized.
According to the Secretary of the Hanoi Party Committee, this session of the City People's Council not only correctly assesses the situation, but more importantly, decides on mechanisms and solutions that are strong enough, clear enough, and feasible enough to create substantive changes in the last 6 months of 2026.
In particular, the session will conduct questioning and answering questions on pressing people's livelihood issues that voters and people of the Capital are concerned about, such as food safety issues, drainage issues, and flood control.
The Secretary of the Hanoi Party Committee requested the delegates to carefully study the dossiers, discuss frankly and in the right focus; clarify the legal basis, practical basis, resources and responsibilities for implementation of each resolution.
Regarding questioning activities, the content of questions at this session are all issues very close to the people, directly related to public health.
Therefore, Mr. Thang believes that questioning must go straight to the essence, what has been done, what is still slow, where is the bottleneck, who is responsible, what is the time limit for remedy and there must be supervision to create specific changes after questioning.
At the same time, requesting the City People's Committee, departments, agencies, and sectors to seriously absorb the appraisal opinions and discussion opinions of delegates; clearly explain issues that still have different opinions.
Immediately after the session, it is necessary to urgently organize effective implementation so that new guidelines and policies go into practical life, contributing to growth, improving the material and spiritual life of the people of the Capital. The City People's Council strengthens supervision of the implementation of resolutions to implement the Capital Law and commitments after questioning.
