In the afternoon of July 9, the Propaganda and Mass Mobilization Committee of Tuyen Quang Provincial Party Committee held a press conference to provide information related to the 2026 High School Graduation Exam in the area.
At the meeting, answering issues of public concern, Mr. Nguyen Manh Tuan - Standing Vice Chairman of Tuyen Quang Provincial People's Committee said that this is a serious case related to the rights and prestige of students and the education sector.
According to Mr. Nguyen Manh Tuan, Tuyen Quang province consistently handles the case with the spirit of objectivity, publicity, transparency, and respect for the law. All signs of violations need to be clarified, there are no forbidden zones, no exceptions.
The Provincial People's Committee is directing the simultaneous implementation of 2 contents. First, closely coordinate with the Ministry of Education and Training and agencies to clarify the case. Second, based on the conclusions of competent authorities, the responsibilities of relevant individuals and collectives will be considered," the Standing Vice Chairman of Tuyen Quang Provincial People's Committee informed.
Regarding the rights of students and candidates affected by this incident, Mr. Nguyen Manh Tuan affirmed that this is a task that the Provincial People's Committee is particularly concerned about.
The provincial functional agencies are coordinating with the Ministry of Education and Training to have appropriate plans, not to let students who do not violate affect their learning opportunities. Whether or not to organize re-exams or other professional plans is the authority of the Ministry of Education and Training.
The province has proposed and suggested optimal plans and solutions to avoid affecting the rights of university admissions candidates if the verification process is prolonged," Mr. Nguyen Manh Tuan emphasized.
Also according to the leader of Tuyen Quang Provincial People's Committee, through this incident, relevant agencies must seriously learn from experience. At the same time, strengthen the responsibility of heads, strengthen inspection and supervision, improve professional ethics of the team participating in organizing the exam, ensuring that errors do not occur in subsequent exams.
Determine the motive for the violation is for achievement
At the meeting, Colonel Tran Tuan Anh - Head of the Staff Department (Tuyen Quang Provincial Police) - said that up to now, the Investigation Agency has initiated a case and prosecuted 4 defendants for the crime of "Abusing positions and powers while performing official duties".
The prosecuted defendants include: Tran Thi Thu Hang - Vice Principal of Nguyen Van Huyen High School (Tuyen Quang province), Head of the exam site of Tuyen Quang Specialized High School; Nguyen Ha Duy - Math teacher, Tuyen Quang Specialized High School, Secretary of the exam site of Tuyen Quang Specialized High School.
The remaining 2 defendants cannot be identified because they are in the process of investigation and verification to clarify the acts," Colonel Tran Tuan Anh informed.
Providing more information about the defendants' actions, Colonel Tran Tuan Anh said that defendant Tran Thi Thu Hang was responsible for operating the Tuyen Quang Specialized High School exam site but directed and oriented some invigilators to create conditions for candidates to take the Math exam in violation of regulations.
According to Hang's instructions, defendant Nguyen Ha Duy directly entered the exam room to guide and stuff papers for some candidates to do the Math exam.
Initially, it was determined that the subjects' actions stemmed from achievement motives," Colonel Tran Tuan Anh said.
According to Mr. Hoang Minh Canh - Deputy Director of Tuyen Quang Department of Education and Training, the exam supervision activities at the Tuyen Quang Specialized High School exam site are unusual, and are currently being further investigated and clarified by the Police agency.
The Department has met with parents to objectively inform about the incident, listen to their thoughts and aspirations. 322 parents and independent candidates agreed to retake the Math exam at the Tuyen Quang Specialized High School exam site," Mr. Hoang Minh Canh informed.
On the basis of ensuring the aspirations and rights of students, the Department of Education and Training of Tuyen Quang province has advised and proposed to the Ministry of Education and Training to re-organize the Math exam at the Tuyen Quang Specialized High School exam site.
Previously, as Lao Dong reported, the results of the 2026 high school graduation exam in Tuyen Quang had 154 perfect scores in Math. In particular, there were 147 exam papers with perfect scores, accounting for more than 95% of the province's perfect scores.
147/154 candidates who scored 10 points in Mathematics in the 2026 high school graduation exam in Tuyen Quang province all came from Tuyen Quang Specialized High School.
