On March 13, news from the Hai Phong City People's Committee said that the City People's Committee Office has just issued Notice 136/TB-VP conveying the Conclusion of the collective leadership of the City People's Committee at the meeting to listen to the report on reviewing cadres, civil servants, public employees, and workers who retire early or quit their jobs due to the restructuring of the political system in Hai Phong city according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
Accordingly, the collective leadership of the City People's Committee concluded as follows: For Heads of Departments and equivalents of Departments, branches, sectors, and District People's Committees that are redundant due to the reorganization of the apparatus: Assign Directors of Departments, branches, sectors, and Chairmen of District People's Committees to review and complete the dossier, and be responsible before the City People's Committee and before the law for the proposal under the above authority, ensuring compliance with regulations. Assign the Department of Home Affairs to appraise and submit to the City People's Committee for consideration and decision on policy beneficiaries according to Decree No. 178/2024/ND-CP.
For the remaining cases: Assign the Department of Home Affairs to urge and guide agencies, units and localities based on the instructions of the City People's Committee in Official Dispatch No. 342/UBND-KSTTHC dated February 28, 2025, issue criteria for evaluating cadres and civil servants (including commune-level cadres, civil servants and workers under its management, in accordance with the characteristics of the situation and practices of agencies, units and localities to determine the subjects of resignation due to the reorganization of the apparatus and administrative units at all levels.
Assign Heads of Departments, branches, sectors, and Chairmen of District People's Committees to conduct a comprehensive review of the quality of cadres, civil servants, public employees, and workers under their management; identify subjects and take responsibility for considering and proposing subjects for resignation to ensure the principles of concentration, democracy, objectivity, fairness, publicity, transparency, and compliance with legal regulations; meet the requirements of the organizational apparatus after the reorganization, while retaining people with qualifications, capacity, and talent, and meeting the requirements of the task well.
Assign the Department of Home Affairs to preside over and coordinate with the Department of Finance to review the regimes and policies for cadres, civil servants, public employees, and workers in the city who quit their jobs due to the reorganization of the apparatus and administrative units at all levels according to Decree No. 178/2024/ND-CP, promptly propose and report to the Standing Committee of the City People's Committee Party Committee to report to the Standing Committee of the City Party Committee for direction in the coming time.
