On March 13, information from the Office of the Da Nang City People's Committee, Chairman of the City People's Committee Pham Duc An signed and issued an official dispatch on strengthening discipline and order in state administrative agencies. The official dispatch requests Directors of departments, agencies, and branches; Chairmen of People's Committees of communes, wards, and special zones to promptly review, decide or advise on replacement, transferring to other jobs for civil servants and public employees with weak capacity, who dare not do it, avoid it, shirk responsibility, work half-heartedly, fear responsibility, to be sluggish and not meet job requirements.
City leaders requested to promote the responsibility of heads; proactively resolve work according to their authority and not submit to higher levels matters under the authority of Department Directors and Heads of units. The Chairman of the City People's Committee will not handle assigned and authorized tasks (except in special and urgent cases). Units must focus on immediately resolving outstanding issues, especially after inspection and examination conclusions.
Regarding coordination, the agency consulted must respond on time and have a clear opinion. If it does not respond after the deadline, it is determined to agree with the proposal of the consulted agency and must be responsible to the City People's Committee.
City leaders require strict handling of work files on the electronic environment and the use of specialized public service digital signatures. In which, ensure that 100% of documents exchanged between state administrative agencies (except confidential documents) must be sent and received electronically and digitally signed. This is a mandatory requirement, a criterion for evaluating the level of task completion annually associated with the responsibility of the head.
The Chairman of the City People's Committee assigned the Department of Home Affairs to guide units to improve the quality of evaluation and classification based on quantitative criteria on task performance results. This result is the basis for arranging, using, appointing, rewarding, disciplining and paying additional income. In case of shirking and avoiding causing consequences, it must be reviewed and strictly handled.
On this occasion, Da Nang also requested effective implementation of Decree No. 73/2023/ND-CP on encouraging and protecting dynamic, creative, daring-to-think, daring-to-do officials for the common good. The Office of the City People's Committee will supervise through the software dieuhanhvp. danang. gov. vn, promptly advising and criticizing units with overdue documents. Agencies must report the results of thoroughly grasping this content to the City People's Committee before March 31.
