On March 11, the Department of Education and Training of Dak Lak province informed that the unit had issued an official letter requesting many communes and wards to organize a review and appraisal of dossiers for payment of overtime teaching fees owed by teachers at educational institutions from the 2020–2021 school year to the 2024–2025 school year.
The whole province currently has 33 communes and wards that have not paid a total of more than 38 billion VND in overtime teaching fees to teachers. Localities are required to prepare dossiers and lists of overtime teaching hours of each teacher according to each school year.
Based on the dossier requesting payment for overtime teaching from educational institutions, the People's Committees of communes and wards will inspect, appraise and summarize, proposing funding to pay teachers. The dossier appraisal process must ensure accuracy, objectivity and compliance with regulations.
Previously, the Provincial Department of Education and Training had an official dispatch sent to the Department of Finance to advise the Provincial People's Committee to allocate funds to definitively pay overtime allowances for teachers that have been outstanding for many years, in order to ensure the legitimate rights of teachers.
In the reply document, the Department of Finance clearly stated its point of view: The allocation of funds to pay overtime teaching fees for teachers in communes and wards is within the regular expenditure norms of the education cause and falls under the expenditure tasks of the budgets of districts, towns, and cities (before arrangement).
Based on the number of teacher staff assigned by the Provincial People's Committee to districts, towns, and cities (before arrangement), annually the Department of Finance has calculated and advised the Provincial People's Committee to submit to the Provincial People's Council to assign estimates for educational career expenditures to localities in accordance with regulations.
To have sufficient grounds to report to the Provincial People's Committee, the Department of Finance requests the Department of Education and Training to preside over and coordinate with 33 communes and wards not only to review and appraise dossiers but also to clarify the responsibilities of relevant units.

As Lao Dong newspaper has reported, Dak Lak province currently has 38 communes and wards that have not paid more than 38 billion VND for overtime teaching for teachers. This debt has lasted for 5 years.
The Department of Education and Training of Dak Lak province has requested the People's Committees of communes and wards to balance funding sources for affiliated educational institutions to definitively pay off the overtime teaching fee owed teachers for many years.
