Review of compensation for the extended Ly Thai To road project

Lang Son - The province requests to review land records at the Ly Thai To extended road project, to prevent overlapping compensation or omission of people's rights.

On August 26, the Office of Lang Son Provincial People's Committee said that the leaders of the Provincial People's Committee had just assigned the Department of Agriculture and Environment to take the lead in handling obstacles in site clearance for the Ly Thai To extended road project and the residential and resettlement area of Lang Son City.

The decision was made after Dong Kinh Ward People's Committee reported difficulties in the process of reviewing and resolving petitions related to project boundaries at the beginning of the route.

The Department of Agriculture and Environment will coordinate with the Provincial Construction Investment Project Management Board, the Provincial Land Fund Development Center and related units to inspect cadastral records through each period.

Land acquisition dossiers, compensation, site handover and related documents must also be compared.

From the review results, specialized agencies determine the legal basis and solutions for each case. The Provincial People's Committee requests that the handling must be in accordance with regulations, not allowing overlapping compensation or omission of legitimate rights of land users.

The results of handling and contents beyond authority, if any, must be reported to the Provincial People's Committee before September 10.

The Ly Thai To extended road project and residential and resettlement area of Lang Son City, now belonging to Dong Kinh ward, is invested by the Lang Son Provincial Construction Investment Project Management Board.

The project has a total area of 24.51 ha, affecting 543 households, individuals, organizations and residential communities.

The project is expected to contribute to completing infrastructure and changing the urban appearance, but the site clearance process is still entangled in compensation dossiers that have existed for more than 30 years.

Mr. Hoang Van Duc - Head of the Economic, Infrastructure and Urban Department of Dong Kinh ward - said that previously, compensation had not been resolved definitively due to prolonged time, and some related documents were lost.

In addition, the project has undergone many adjustments, bearing different names, making it difficult to verify the subjects and pay compensation.

According to Mr. Duc, related documents have recently been found. The Land Fund Development Center is verifying and reviewing affected cases, and at the same time comparing them with old documents to serve as a basis for paying people.
